Cashiers check, certified check, or bidder's bond satisfactory to the City Council, payable to the City for at least 10% of the largest possible total for the bid submitted must accompany each bid as a guarantee that the bidder will enter into a contract and execute performance and payment bonds within ten (10) days after the notice of award of contract to him. The requirement for a performance and payment bond will be waived if the successful bidder's total bid amount on the project in under $100,000.00, and if no partial payment will be required. The City reserves the right to reject any and all bids, or parts of bids to waive any and all technicalities, and to accept any bid, or part of bid, which it deems advantageous to itself. Contracts for work under the proposal will obligate the contractors and subcontractors not to discriminate in the employment practices. The City of Deer Park, Texas has a one million gallons welded steel potable water storage tank that is to be rehabilitated and repainted under the terms of this contract. General information on the tank is provided at the end of this document in the Engineer's Report of Inspection. The tank is located @ 2200 E. Ave L in Deer Park. The work to be performed under these specifications includes the rehabilitation, repainting and structural steel repairs of the one million gallons water storage tank. Containment is required during the exterior abrasive blasting operations to prevent a nuisance from dust. The existing exterior protective coating system contains less than 1% lead by weight and lead abatement is not required. See report included with this document. It shall be the responsibility of the bidders to carefully inspect the site and all pertinent parts and devices on the tank to ascertain the quantity of surface preparation, necessary repairs and painting required to clean the tank properly, paint, repair and place the tank back into operation in accordance with these contract specifications. The information on the tank provided in the Engineer's Report of Inspection is general in nature and should not be relied upon to determine bid quantities of other bidding factors.
