Site work and renovation of a water / sewer project in Portland, Maine. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

**As of March 12, 2021, the awarded amount is $1,716,243.66. The Project consists of the refurbishment of the Baxter Boulevard Pump Station, including replacing the electrical, generator, HVAC, equipment, instrumentation and controls, adding an additional effluent sewage pump, reconfiguring the interior force main piping, removing the existing underground storage tank and adding a new interior diesel storage tank, and all associated work as described in the bid documents. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form. The Work shall be substantially complete within 270 days after the Notice to Proceed is given and completed and ready for final payment within 365 days after the date when the Contract Times commence to run. A bid must be accompanied by Bid security made payable to Owner in an amount of 5% of Bidders maximum bid price and in the form of a certified check or Bid bond issued by surety meeting the requirements of the General Conditions. No bid may be withdrawn for at least 60 days after receipt of bids unless released by the Owner. Bid security shall be furnished in accordance with the Instructions to Bidders. The Project is being bid and the resulting Contract is subject to the laws of the State of Maine (Revised Statutes Annotated). This contract is expected to be funded in whole or in part by the State of Maine Department of Environmental Protection (DEP) Clean Water State Revolving Loan Fund (CWSRF) program. Neither the State of Maine nor any of its departments, agencies, or employees is or will be a party to this contract. The word agency in the contract documents refers to the DEP and all other involved funding agencies. The contractor must comply with the Disadvantaged Business Enterprises (DBE) SRF special requirements contained in the CWSRF Supplementary Conditions. Failure of the successful bidder to complete the pre-award requirements of this program may result in finding that the bidder is non-responsible and therefore not entitled to award of this contract. The contractor must comply with all Federal Requirements per the CWSRF Supplementary Conditions. The contractor must comply with Davis-Bacon (DB) and Davis-Bacon Related Acts (DBRA) as stated in the CWSRF Supplementary Conditions. All laborers and mechanics employed by the contractor and subcontractors on this project shall not be paid less than the prevailing wage rates contained in the wage determination published in the bidding documents. Any laborers and mechanics not listed in the wage determination shall be paid at least as much as the lowest wage rate for other similar trade classifications already contained in the wage determination published in the bidding documents. The Contractor shall comply with the Use of American Iron and Steel (AIS) requirements on this project. No questions will be allowed at the Site walk-through but may be submitted in writing in accordance with the Instructions to Bidders. Currently, the Owners Douglass Street facility is closed to the public due to COVID-19 restrictions but staffed to allow for receipt of Bids by U.S. mail or courier or hand delivery. l Incoming mail is not processed on a daily basis at the PWD facility so additional time for delivery by U.S. mail or courier should be allowed. l Bids may be hand delivered 1 hour prior to Bid opening time only (from 1 p.m. to 2 p.m. on January 26, 2021.) Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
