The project generally consists of the required earthwork, and installation of pollution control measures necessary to construct a 7 acre cell for municipal solid waste disposal landfill. The principal items of work include: Excavation, and hauling of structural fill material and placing and compacting material Purchase, hauling, and placement of approved clay for a 12" thick compacted clay liner Installation of a 60 mil HDPE textured geomembrane liner Installation of Geosynthetic clay liner Installation of leachate collection system piping, gravel and leak detection manholes Installation of a double-sided geocomposite drainage net Purchase, hauling, and placement of an 18 inch thick sand drainage layer Installation of Topsoil in designated areas Construction of leachate tank and pad Construction of stormwater control ponds And other associated items of work. Prospective bidders will be notified of approval to bid no later than Friday, February 7th, 2020. The Owner requires the Project to be complete within ninety (90) calendar days from date of notice to proceed. Representatives of the Owner and Engineer will be present to discuss the Project. All prospective bidders must have a representative present at the conference in order to submit a bid. Bidders will be required to provide Bid security in the form of a Bid Bond or cashier's check in the amount of a sum no less than five (5) percent of the Bid Price. Your Bid will be required to be submitted under a condition of irrevocability for a period of sixty 60 days after submission. The attention of bidders is called to the provisions of State Law Governing General Contractors, as set forth in Sections 34-8-1 to 43-8-24, inclusive, Code of Alabama of 1975, as amended; and the provisions of said law shall govern bidders insofar as it is applicable. The above-mentioned provisions of the Code make it illegal for the Owner to consider a bid from anyone who is not properly licensed under such code provisions. The Owner, therefore, will not consider any bid unless the bidder produces evidence that he is so licensed. Neither will the Owner enter into a Contract with a foreign corporation which is not qualified under State Law to do business in the State of Alabama. The attention of nonresident bidders is called to the provisions of Alabama Law, Section 39-3-5, Code of Alabama 1975, as amended, relating to preference to be given to resident contractors in Alabama over nonresident contractors in the award of contracts in the same manner and to the same extent as provided by the laws of the state of domicile of the nonresident contractor, and to the requirements that the bid documents tendered by any nonresident contractor must be accompanied by "a written opinion of an attorney-at-law licensed to practice law in such nonresident contractor's state of domicile as to the preference, in any or none, granted by the law of that state to its own business entities who's principal places of business are in that state in the letting of any or all public contracts". The Owner reserves the right to accept or reject any or all Bids. The City of Scottsboro is desirous of a good faith demonstration of efforts for acquiring DBE participation for all public works projects, and particularly encourages all DBE contractors to submit a bid. The City of Scottsboro is required to comply with the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, 31-13-1 et seq. of Code of Alabama 1975 (Act No. 2011-535), subsequently all bidders are required to submit an EVerify Affidavit stating they are enrolled in the E-Verify Program and the entire associated Memorandum of Understanding on the outside of their sealed bid proposals.
