Site work and renovation of a municipal facility in Ottawa, Ontario. Completed plans call for the renovation of a municipal facility; and for site work for a municipal facility.
The Block 2 site is the city block in front of the Centre Block and Peace Tower, Canadas main parliament building - 80,000 sq m of federal office space bounded by Wellington, Metcalfe, Sparks and O'Connor streets. Block 2 is in the foreground of Parliament Hill, a world-renowned ensemble of unique neo-gothic buildings, and establishes the threshold between Town and Crown. The site is bounded by Metcalfe Street to the east, O'Connor Street to the west, Wellington Street to the north and Sparks Street to the south. Canadas Federal Heritage Bureau Review Office has designated some of the buildings as Recognized or Classified. The current condition of many Block 2 buildings is not appropriate given their central location, with many having gone beyond or reaching the end of their life cycle. The goal of the competition is to provide a cohesive design solution and to redevelop the site into an efficient complex of buildings. The Block 2 redevelopment project will transform a mix of aging buildings and 2 vacant parcels of land into an innovative complex that is welcoming to all, is accessible and will meet the needs of Parliament and the public. The redesigned block will provide office space for the Senate and the House of Commons to allow for the rehabilitation of the East Block and the Confederation Building. In the long term, it will act as permanent space to allow for the future consolidation of parliamentary accommodations. It will also include renovated retail space on the Sparks Street mall. This project will ensure that the work of Parliament continues without disruption, while protecting important heritage aspects of the buildings. The redevelopment of Block 2 will provide modern, sustainable and accessible accommodations for the Parliament of Canada as part of the Long Term Vision and Plan for the Parliamentary Precinct. TIMELINE: Construction is expected to begin October 2024 and will be completed in 5 phases of construction as follows: Phase 1: (October 2024 to December 2024) - hoarding along Sparks Street and a lane of Metcalfe Street. Phase 2: (January 2025 to July 2025) - work on Wellington Street, with hoarding blocking the south sidewalk from Metcalfe nearly to O'Connor. Phase 3: (July 2025 to February 2027) - work extends northward, encroaching into two lanes of Wellington Street. Phase 4: (February 2027 to February 2029) - west with hoarding closing the east sidewalk of O'Connor. Phase 5: (February 2029 to January 2033) - traffic on Wellington Street returns to normal and the Block 2 work is completed. *PWGSC has announced that Zeidler Architecture Inc. (Toronto, Canada) in association with David Chipperfield Architects (London, United Kingdom), has been named the winner of the architectural design competition for Block 2. EVOQ Architecture from Montreal, which worked on the West Block renovations, and Two Row Architect from Six Nations were brought in to help. *As a result of an RFP, Pomerleau Inc. was awarded a $2.8-million construction management services contract for the first phase of the Block 2 Redevelopment Project. *In 2024, the project has now been estimated at approx. 600 million.
