Site work and paving for a mixed-use development in Stillwater, Minnesota. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The project scope includes the following improvements to County State Aid Highway (CSAH) 15 (Manning Avenue): 1) New CSAH 15 highway segment south of Trunk Highway (TH) 36 which ties into the proposed interchange at Manning & TH 36 2) All necessary drainage and surface water management improvements 3) New regional trail and pedestrian ramp facilities 4) New access locations for proposed developments This project addresses many regional traffic and safety goals. From a County standpoint, this proposed south segment of CSAH 15 connects Manning Avenue to Stillwater Boulevard which currently requires access to TH 36. From Minnesota Department of Transportation's (MnDOT) standpoint, this project reduces local trips on TH 36, where traffic volumes have increased due to the River Crossing project. This project also aids in development potential south of TH 36. As of December 29, 2022, this project is currently in the FY 2023-2027 CIP . Funding for this project is allotted in the city's capital improvement plan for construction Fy 2025. A firm timeline has not been established; however, construction is scheduled for Fiscal Year 2025. *Project information has been obtained through a public capital improvement plan (CIP).
