**The project was awarded to ELJ Inc. for $3,348,395.40.** Construction of the Intermediate Force Main Phase II including all materials, equipment, installation, testing, labor, and incidental for all work for a complete working system as required by the Plans and Specifications. The Owner reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible Bidder, taking into consideration quality, performance and the time specified in the proposals for the performance of the Contract. The City reserves the right to reject any or all bids or to accept the bid that appears to be in the best interest of the City, or provided by law. No bid may be withdrawn for a period of ninety (90) days after the scheduled bid opening
