Site work and paving for a sidewalk / parking lot in Christmas, Florida. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The Contract will consist of the construction of approximately 2,200 linear feet of 6 wide wooden boardwalk across a shallow manmade wetland pond that is approximately 1.5 deep with some areas that are up to 3 deep. The boardwalk project consists of two separate alignments that have very gradual, long radius S curves that intersect near Landing #2 of the three landings. The typical boardwalk detail drawing specifies the materials, dimensions, and the survey sheet shows the proposed boardwalk alignment. The estimate for this project is $1,100,000.00. Bids must be accompanied by a bid bond, certified check or cashiers check made All questions about the meaning/intent of the Plans & Contract Documents must be submitted in writing before 5:00 p.m. Local Time, Thursday, December 23, 2021, to Procurement and Contracts Division Silvia Coste CPP, Purchasing Agent III at silvia.coste@orlando.gov, 400 S. Orange Ave., 4th Floor, Orlando, Florida 32801. Questions will be answered in accordance with Article 5 of the Instruction to Bidders, replies will be given at a later date. The Department has established a DBE program in accordance with such federal laws and regulations. The City shall participate in the Departments DBE race neutral program for this solicitation. There is no specific DBE participation goal on this Project; however, the Department has an overall 10.65% DBE goal it must achieve. The Work shall be substantially completed as described in paragraph 14.13 of the General Conditions, within 150 days after the date when the Contract Time begins to run as provided in paragraph 2.2 of the General Conditions. The Work shall be completed, ready for final payment in accordance with paragraph 14.9 of the General Conditions, within thirtyfive (35) days after the actual date of Substantial Completion, unless agreed to otherwise in writing. The CITY and CONTRACTOR recognize that time is of the essence of this Contract and Contractor recognizes that the City will suffer financial loss if the Work is not substantially completed as described in Article 14.13 of the General Conditions within the time specified below, plus any extensions thereof allowed in accordance with Article 12 of the General Conditions. The parties also recognize the delays, expense and difficulties involved in proving in a legal or arbitration proceeding the actual delay damages (excluding engineering fees and inspection costs) suffered by the CITY if the work is not completed on time. Accordingly, CONTRACTOR agrees to pay CITY as liquidated damages $1,000.00 per day for each day CONTRACTOR exceeds the Contract Time for Substantial Completion (defined as 150 days starting when the Contract Time starts to run as provided in Article 2.2 of the General Conditions) until the Work is substantially complete. The Work shall be completed, ready for final payment in accordance with Article 14.9 of the General Conditions, within thirty-five (35) days after the actual date of Substantial Completion, unless agreed to otherwise in writing. The CONTRACTOR shall pay or reimburse, in addition to the liquidated damages specified herein, the CITY's expenses for engineering fees and inspection costs arising from CONTRACTOR's delay in meeting either or both the Substantial Completion and Final Completion dates. The Owner reserves the right to waive any informalities, to reject any or all Bids, or to re-advertise for Bids. Awards, if made, will be to the lowest responsive, responsible Bidder whose bid is most advantageous to the Owner, price and other factors considered.
