Site work for a water / sewer project in Lancaster, Pennsylvania. Completed plans call for site work for a water / sewer project.
In general, the work for the above referenced contracts shall consist of furnishing all labor, materials, equipment, and incidentals required for rehabilitation of approximately 1,380 feet of the Engleside 108" and 120" concrete combined sewer and approximately 380 feet of brick arch sewer located in the vicinity of Culliton Park. Work will include temporary bypass pumping and maintenance of flows, sewer cleaning, concrete rehabilitation, leak repairs, replacement of wooden planks and the installation of a centrifugally cast cementitious pipe lining (CCCPL). A non-refundable postage and handling fee will be charged for each set of Contract Documents delivered to the particular bidder. Fee and amount will be based on the type of delivery requested. You must purchase plans and specifications from the City of Lancaster if a bid is submitted. If the documents were not purchased from the City, but from a third party, your bid will be rejected. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of 10 percent of the Bid. Bidders may not withdraw their Bids for a period of ninety (90) calendar days after the actual date of the opening of the Bids except as provided in the Instructions to Bidders. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner upon award of the Contract using the forms contained in the Contract Documents. Complete instructions for filing Bids are included in the Instructions to Bidders. The project is being funded, in part, by grant and/or loan from PENNVEST. The attention of all bidders is called to the fact that the construction contracts are subject to the prevailing minimum wage rates as per the Pennsylvania Department of Labor and Industry, Bureau of Labor Law Compliance, and the DavisBacon Act. The successful contractor, and all his or her subcontractors, to pay laborers and mechanics employed on this project not less than the minimum wages and fringe benefits stipulated in the contract documents Wage rates for this Project. This project is being funded, in part, with federal funds. Contractors are required to demonstrate the Six Good Faith Efforts to identify and solicit DBE firms for procurement of project construction, equipment, services, and supplies. All bidders must insure that employee and applicants for employment are not discriminated against because of their race, creed, color, ethnic or national origin, sex, age, or religion. In selecting the successful bidder, the lowest responsible bidder may not be the bidder submitting the lowest dollar amount bid. The City may consider the quality of services provided, responsiveness and past performance of the bidders in determining the lowest responsible bidder. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. Terms used in this "Invitation to Bid" which are defined in the Bidding Documents shall have the meaning assigned to them by the Bidding Documents
