Each Bid shall be submitted in accordance with the Instructions to Bidders and be accompanied by a Bid Security (a Certified Check or Bid Bond) in the amount of ten (10) percent of the Bidder's Total Bid Price including all Additive Alternates. The Bidder to whom a contract is offered, must furnish to the City, if that contract has a total cost greater than FIFTY THOUSAND DOLLARS ANE ZERO CENTS ($50,000.00), a 100 percent Performance Bond and a 100 percent Payment Bond each with a surety company acceptable to the City and in a form acceptable to the City. After review of all factors set forth in the Bid Documents, the City reserves the right to reject any and all Bids, to make an award, or to decline to make an award. This Project is not subject to State Small Business Enterprise (SBE)/Minority Business Enterprise (MBE) set-aside nor Commission on Human and Rights and Opportunities (CHRO) contract compliance requirements. This Project is being funded through multiple Federal and City funding sources. The Disadvantaged Business Enterprise (DBE) contract goal percentage for this Project is 13% (Construction). The goal shall be based upon the total contract value. Compliance with this provision may be fulfilled when a DBE or any combination of DBEs perform work under contract in accordance with 49 CFR Part 26, Subpart C Section 26.55, as revised. Only work actually performed by and/or services provided by DBEs which are certified by the Connecticut Department of Transportation for such work and/or services can be counted toward the DBE goal.
