The Vermilion County Housing Authority (VCHA) is inviting sealed bid proposals from interested and qualified parties for the office renovation at Centennial Manor in Hoopeston, IL, generally including all labor, supervision, materials, supplies, transportation, equipment and services necessary and required as set forth in the Contract Documents. Terms and Conditions will need to be accepted by the planholder prior to obtaining an electronic copy of the Bidding Documents on the Project Bidding website. Electronic Document access will only be provided to interested bidding companies and/or equipment companies. Electronic copies are provided at no cost. Printing of such documents will be the responsibility of the planholder in accordance with the website Terms and Conditions. All costs associated with printing the Bidding Documents are the responsibility of the entity requesting the Bidding Documents. All bids must be accompanied by a negotiable bid guarantee not less than five percent (5%) of the amount of the bid in accordance to Clause 9 Bid Guarantee of the Instructions to Bidders. The bid guarantee shall be a certified check or bank draft payable to the order of the Vermilion County Housing Authority or a satisfactory Bid Bond executed by the Bidder and an acceptable surety. The bid guarantee shall ensure the execution of the contract and furnishing of a method of assurance of completion. Failure to submit bid guarantee with the bid shall result in rejection of the bid. In accordance with Clause 10 Assurance of Completion of the Instructions to Bidders, and prior to the execution of any contract, the successful bidder is required to furnish and pay for satisfactory performance and payment bond or bonds in a penal sum of 100 percent of the contract price. Attention is called to the provisions for equal employment opportunity and that payment of not less than the minimum salaries and wages as set forth in the Specifications must be paid on this project. Any State rate that exceeds the corresponding Federal rate is inapplicable and shall not be enforced. All bidders shall submit with each bid, the Contractor's Affirmative Action Certification to comply with the provision for equal employment opportunity. (Attention is directed to the Special Equal Opportunity Provisions as set forth in the Supplement to the Instructions to Bidders and in the General Conditions.) Representations, Certifications and Other Statements of Bidders, form HUD 5369-A; Previous Participation Certification, form HUD-2530; Form of Non-Collusive Affidavit; and a Schedule of Subcontractors, if applicable, shall be submitted with each bid. All bidders must sign and submit all forms in Specification Section 00 6005 including the Section 3 Clause and Section 3 Assurances. Contractors awarded a contract must comply with HUD's regulations in 24 CFR Part 135, which implements Section 3. All bidders shall thoroughly examine and investigate the project documents and existing project site(s) to determine existing site and project conditions. Additional costs and payment shall not be awarded to the contractor for existing conditions that can be determined by carefully examining the site and project documents. The Vermilion County Housing Authority intends to award one contract on the basis of lowest and most responsive and responsible bid for all work to be performed. The successful bidder must be prepared to begin work immediately upon notification of award. The Vermilion County Housing Authority reserves the right to reject any or all bids or to waive any informality in the bidding process. No bid shall be withdrawn for a period of sixty days (60) subsequent to the opening of bids without the consent of the VCHA.
