Virtual Bid Opening: September 21, 2021 9:00 AM EST, Microsoft Teams invite will be sent to all responsive bidders.BID ITEM I (BASE BID): This is a new requirement and being procured in accordance with Federal Acquisition Regulation (FAR) 36 and VA Acquisition Regulation (VAAR) 836 and VA Acquisition Manual (VAAM) 836 for the project to include construction of an eighty-nine (89) space employee asphalt parking lot. The contractor shall be responsible for performing all required work associated with the construction of an additional parking lot defined in the specifications and drawings. The contractor shall provide all labor, tools, material, equipment and supervision to complete all work for the entire project as indicated in the contract documents, including professional services, and expertise required to perform general construction, alterations, demolition, site work, grubbing and soil removal, adjustments/relocation to existing utilities, grading, site alterations and works, electrical work, concrete work, planting, pavement marking, general construction of roads, walks, curbs and gutter, installation of storm water structures and pipe, drainage, permeable pavers and storm water management systems, necessary removal and demolition of existing, relocation and storage, pavement marking, installation of signage, painting, hauling, disposal and all other items shown on the contract documents. (Completion time: 220 calendar days) Construct Additional Parking Project 590-20-103 Hampton VA Medical Center, Hampton, VA 23667 Scope: The Contractor shall be responsible for performing all required work associated with the construction of additional parking as defined in the Specifications and Drawings. The contractor shall provide all tools, labor, materials, equipment, supervision, professional services, and expertise required to perform general construction, alterations, site work, grubbing, grading, select demolition, hauling, disposal, installation of stormwater drainage structures and pipes, electrical work, relocation of existing utilities, permeable paver work, concrete work, curb and gutter work, planting, pavement marking, and installation of signage. The contractor shall manage and perform construction period services as further defined in the Contract to include, but not limited to, permitting, demolition, construction, construction management, submittals, equipment, scheduling, inspection and testing, environmental protection, recording of (As-Built) drawings and project closeout. The contractor shall also develop a schedule demonstrating fulfillment of the contract requirements such as: Project Schedule, Contractor Quality Control, Work Breakdown Structure (WBS) Plan, Environmental Plan and all other plans listed within this document to include deliverables. The Contractor shall keep the Project Schedule up to date in accordance with the requirements of the contract and shall utilize the plan for scheduling, coordinating, and monitoring work under this contract (including all activities of subcontractors, equipment vendors and suppliers). (a) General: The following is a brief summary of the work: STATEMENT OF BID ITEM(S) 1. BID ITEM I (BASE BID): Work includes all labor, material, equipment and supervision to complete all work for the entire project as indicated in the contract documents, including demolition, grubbing and soil removal, adjustments to existing utilities, grading, site alterations, and general construction of roads, walks, curbs and gutter, stormwater structures and pipe, drainage, permeable pavers and stormwater management systems, necessary removal and demolition of existing, relocation and storage, pavement marking, signage, painting, and all 36C24622B0042 Page 9 of 87 other items shown on the contract documents. (Completion time: 220 calendar days) 2. BID ITEM II (DEDUCT ALTERNATE NO. I): Contractor shall perform all work as described in the base bid except deduct construction of 25 permeable parking stalls along Harris Avenue. Deduct to include grading, demolition and construction of new curb and gutter, asphalt, and bollards at the parking stalls. All other work in the bid deduct area necessary to complete the remainder of the project base bid as designed, including utilities and stormwater connections shall still be performed by the contractor. (Completion time: 190 calendar days) (b) Place of Performance: Tasks will be performed at the VA Medical Center, Hampton, VA, 23667. Work will be around an occupied healthcare facility in operation 24 hours a day. PRE-BID CONFERENCE: A pre-bid conference has been scheduled Friday, August 19, 2022, at 10:00 a.m., in the Contracting Parking Lot, 100 Emancipation Drive, Building 27, outside of Contracting Office, Hampton VA Medical Center. This pre-bid conference will be the only opportunity for potential bidders to visit the site. No more than two (2) representatives from each company and Contractor must submit their name(s) no later than Wednesday, August 17, 2022 @ 3:00 PM EST to Guy.Brooks@va.gov and tonya.bradley@va.gov. All potential bidders, subcontractors, and suppliers are required to attend this pre-bid conference to submit a bid. NOTE: QUESTIONS REGARDING THIS SOLICITATION MUST BE SUBMITTED VIA E-MAIL TO guy.brooks@va.gov and tonya.bradley@va.gov; NO TELEPHONE QUESTIONS WILL BE ACCEPTED. CUT OFF FOR QUESTIONS IS 12:00 PM (LOCAL TIME), FRIDAY AUGUST 26, 2022. NO FURTHER QUESTIONS WILL BE ADDRESSED AFTER THAT DATE/TIME. KEYS: All keys provided the Contractor for use during the project shall be returned to the Contracting Officer's Representative (COR) at completion of the work or upon request. No keys shall be reproduced by the Contractor. There shall be a charge of $10.00 for each key that is lost or not returned to the COR. Payment shall be made to the VA Medical Center, Hampton, VA upon receipt of a Bill of Collection. PREPARATION OF BIDS/OFFERS/BIDS: Neither the VAMC nor the VISN 6 CAS will pay for any costs incurred in preparation and submission of bids or bids. *The value for this project is based on a financial range.
