Site work and renovation of a water / sewer project in Hudson, Wisconsin. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
Major components of the Work include: Construction of new pretreatment building; existing pretreatment building partial demolition, pump replacement; partial demolition of existing garage; aeration basin replacement diffusers, piping modifications, and new turbo blower; replacement of final clarifier mechanisms; chlorine contact tank modification to a UV disinfection system; replacement dissolved air flotation sludge thickening and chemical feed system; new sludge pumping equipment; biosolids storage tank decant pump, SCADA/controls improvements; miscellaneous HVAC replacement; odor control replacements; aerated grit chamber retrofit to a vactor pad; miscellaneous piping and valve work; and site/civil improvements. Minimum Contractor Qualifications for General Contractors: The Bidder as a company shall have experience as a general contractor in the successful construction of at least two mechanical municipal wastewater treatment plants within 5 years prior to the bid opening date. In addition, at least one of these projects shall have a minimum construction contract amount of $3,000,000 and a minimum treatment capacity of 0.5 million gallons per day. Submitted bids that do not meet the above minimum contractor qualifications will be cause for rejection. Questions should be submitted in writing to Brendan Wolohan at bwolohan@sehinc.com no less than 10 days prior to the Bid Opening. A Contractor responding to these Bidding Documents must submit to the City/Owner a signed statement under oath by an owner or officer verifying compliance with each of the minimum criteria in Wisconsin Statutes. Use of American Iron and Steel: The Contract requires the use of American Iron and Steel products. Iron and steel products means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. Contractor will be required to provide Owner documentation of the use of American Iron and Steel. Contractors on the Project shall be required to comply with the minimum wages and labor standards, and conditions of employment to be observed, as determined by the Federal Davis-Bacon wage rates, under the Contract. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under contract. Equal Opportunity and Affirmative Action requirements apply to this Project (E.O. 11246). Bids shall be on the form provided for that purpose and according to the Bidding Requirements prepared by Short Elliott Hendrickson Inc Bid security in the amount of 5 percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders. The Owner reserves the right to retain the deposits of the 3 lowest Bidders for a period not to exceed 60 days after the date and time set for the Opening of Bids. No Bids may be withdrawn for a period of 60 days after the date and time set for the Opening of Bids. The Owner reserves the right to reject any or all bids and to waive any irregularities and informalities therein and to award the Contract to other than the lowest bidder if, in their discretion, the interest of the Owner would be best served thereby.
