Site work and paving for a mixed-use development in Bellevue, Washington. Working plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

As of October 26, 2023, an engineer has been selected and this project is in the final planning phase. Construction documents are complete and right-of-way is in progress. There is no funding for construction at this time, however, it is anticipated construction will start in 2026. *The closed solicitation has been included below for reference: The City of Bellevue Transportation Department (City) solicits interest from consulting firms with expertise in environmental, civil and structural engineering design. Consultants will be considered for the 120th Ave NE / NE 16th St to Northup Way Roadway Improvements project. Project Description The work to be performed by the Consultant consists of preparing preliminary engineering design, and developing 30% and 60% design plans, specifications, and estimates (PSE) with an option to amend the contract to develop 90%, 100%, and final (bid ready) PSE for improvements on 120th Avenue NE between NE 16th Street and Northup Way. The major features of the project are as follows: Realign and widen an existing two-lane arterial roadway to create a new five-lane roadway with bicycle lanes and sidewalks on both sides of 120th Avenue NE. Remove and replace the existing culvert crossing of West Tributary underneath 120th Avenue NE. Other improvements and work associated with the roadway widening include, but are not limited to, site preparation, erosion and sediment control, storm drainage system, flow control and water quality facilities, environmentally sensitive area impact mitigation, franchise utilities relocation, irrigation, landscaping, channelization, retaining walls, illumination, traffic signal systems, intelligent transportation systems, signing, traffic control, and other mitigation as required. The initial Professional Services Agreement covers development up to 60% design and preparation of environmental documentation, including support for Endangered Species Act (ESA) and NEPA/SEPA approval, for approximately two years in duration with the option for the City to extend it for additional time and money if necessary. See Attachment A available on the Shared Procurement Portal for more detailed Scope of Work information. Depending on the City Councils direction and funding availability, the City may determine to amend the initial Professional Services Agreement with the selected Consultant to develop 90%, 100%, and final (bid ready) PSE for all design elements associated with proposed improvements. The amended agreement may also include, but not limited to, preparing construction contract documents, providing support during the project bid and award period, and providing design engineering support during construction. However, the City is not obligated to utilize the selected Consultant for design work beyond the 60% design. This project has not obtained any federal or state grants to date. However, the City of Bellevue may pursue federal, state, or other grant opportunities in the future. All services that are contracted through this RFQ will be in accordance with the WSDOT Local Agency Guidelines (LAG) Manual and with pertaining FHWA regulations and requirements. The Professional Services Agreement with the successful Consultant firm will conform to all requirements outlined in the Using Consultants chapter of the WSDOT Local Agency Guideline (LAG) Manual. All design work, deliverables and plans submitted to the City shall adhere to all guidelines and requirements outlined in the City of Bellevue Design Standards, Plan Preparation Guidelines, and Plan Submittal Requirements. The City will perform third-party Quality Audits on the Consultant work in progress. The purpose of the Quality Audits is to ensure that the Consultant has met the guidelines and requirements set forth in the Citys Design Standards, Plan Preparation Guidelines, and Plan Submittal Requirements. The City will withhold payment for Consultant work items found to be not in compliance with the guidelines and requirements. Withholdings will be released when the noncompliant items are corrected. The City reserves the right to reject any or all submittals and to waiver irregularities and informalities in the submittal and evaluation process. The City reserves the right to amend terms of this Request for Qualifications (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort Consultants have spent on their responses. This RFQ does not obligate the City to pay any costs incurred by Consultants in the preparation and submission of their Submittals. Furthermore, this RFQ does not obligate the City to accept or contract for any expressed or implied services. See Section 1 General Information available on the Shared Procurement Portal for additional submittal requirements, such as qualifications, submittal requirements, evaluation criteria, etc. The City, at its discretion, may make additional copies of the submittal for the purpose of evaluation only. The original submittal will include original signatures by authorized personnel on all documents that require an authorized signature.
