Demolition, site work, paving and new construction of a mixed-use development in Neoga, Illinois. Design plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; sidewalk / parking lot; and sidewalk / parking lot.

As of August 22, 2022, an engineer has been selected and this project is in the design development phase. It is anticipated bidding will commence mid 2024 and construction starting late summer 2024. *The closed solicitation has been included below for reference: This project may contain Federal Funds. This project requires 18% DBE participation, or if the contract goal is not met, documented evidence of good faith efforts. The Complexity Factor for this project is 0.07. The Consultant who is selected for this project and all subconsultants the prime Consultant will be using are scheduled to attend an initial meeting on April 30, 2020 at 10:00 AM at the Region Five/District Nine office in Carbondale. Phase I and II Engineering Services are required to perform work associated for the reconstruction of the I-57/64 Interchange at IL 15 in Mt. Vernon, Jefferson County. The interchange type has yet to be determined. Phase I is expected to include the preparation of a Combined Design Report and Environmental Assessment (anticipated to be a Federal Approved CE), interchange geometrics layout, vertical and horizontal alignments, a Traffic Management Plan (TMP), preparation of Type, Size and Location (TS&L) plans for the bridge replacement (SN 041-0025) and retaining walls, location/drainage study, environmental impacts and coordination, data collection, an Interchange Design Study (IDS), noise study/report, cost estimates, crash analysis, pavement design, typical sections, pickup survey as needed, SUE investigation/coordination, utility conflicts and relocations, roadway geotechnical studies and the preparation of Structure Geotechnical Report (SGR) and geotechnical reports as needed. Public Involvement is expected to include (but not be limited to) a public meeting, stakeholder and agency coordination, and the preparation of exhibits and all other materials for these meetings and coordination with the City of Mt. Vernon, resource agencies and/or special interest groups. Phase II is expected to include preparation of contract plans, quantities, specifications and cost estimates. Included will be final bridge plans, retaining wall plans, roadway plans including bicycle accommodation and full ADA compliance as needed, typical sections, drainage & utility plans, erosion control plans, pavement marking plans, cross sections, lighting plans, traffic signal plans, signing plans, detailed staging plans and special details. Phase II will also include any ongoing environmental coordination as needed.This project is anticipated to be completed using PowerGeopak V8i Select Series 4 utilizing Corridor Modeling and shall be compatible with the IDOT Computer Aided Design, Drafting, Modeling, and Deliverables Manual for preparation of roadway and structure plans. The department will furnish traffic and crash data, existing right-of-way plans, inspection results, Bridge Condition Report (BCR), available structure boring information, Interchange Type Study (ITS), field survey including alignments and available as-built/existing construction plans. The current estimated construction cost for this project is $45,000,000. The completion date for this contract will be 60 months after authorization to proceed. A planned Supplement for Phase II will be done near the completion of Phase I.
