Site work and new construction of a water / sewer project in Dallas, Texas. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.
Proposals may be modified or withdrawn at any time prior to the time set for opening bids. Following the pre-bid meeting, a guided walking tour of the project site at the treatment plant will take place. This will be the only available time that prospective contractors can visit the project site. Prospective bidders are reminded that all visitors attending the pre-bid meeting must have work boots, hard hats and safety vests in order to walk through the plant facilities and buildings. No exceptions. To enter the Central Regional Wastewater System Treatment Plant, there are new Authorized Entry List procedures: Anyone wanting to attend the Pre-Bid Conference must give 24 hours prior notice to Belen Campos, Camposb@trinityra.org, 817-366-5260, providing name, company representing, purpose (Pre-Bid Conference), and time of arrival. For last minute changes, text Richard Postma at 817-366-6420 and include the same information (name, company, etc.). Directions for the Pre-Bid Conference: Call 24 hours ahead of meeting as mentioned above, then enter the treatment plant by showing ID to security guard. Indicate to security guard desire to reach the Collection System Group Building and enter the plant using the entry gate. The Collection System Group Building will be an immediate left, then follow the entrance road down the hill through the plant entrance. Upon reaching the second intersection, take a left onto CRWS 2, follow the road until it curves to the right, after which take the first left turn which will be immediately after the curve. Proceed to the parking lot on the right and park. The Collection System Group Building is across from the parking lot to the southeast. Proceed to glass door and follow the hallway to the Conference Room. Please note that the Central Regional Wastewater System Treatment Plant is an active construction site as well as an active treatment plant, and traffic backups may occur at the front gate due to heavy construction traffic and security screenings. Prospective bidders are advised to arrive early as the meeting will begin precisely on time. The project scope includes, but is not limited to, the following major work items: Construction of Headworks A Facility, including foul air scrubber facilities. Construction of a new Electrical Sub-Station K and electrical distribution facilities. Construction of a new Flow Control Valve Vault for the forcemain serving Headworks B. Construction of various coatings throughout the project including the east exterior wall of the existing Headworks A Grit Chamber Building. Demolition of existing valve vaults, yard piping, electrical distribution, instrumentation and control, together with other select and general demolition. Construction of an array of piping enhancements and civil/yard enhancements, together with electrical, instrumentation, and control enhancements to develop a complete and functional facility. The Authority Welcomes Bids From Historically Underutilized Businesses (Hubs). Contractors and Suppliers Submitting Bids Shall Encourage Hubs to Participate in the Performance of the Contract. Only responses issued via Addenda are binding. Proposals shall be accompanied by either a Bid Bond or certified check upon a national or state bank in an amount not less than 5% of the total maximum bid price, payable without recourse to the Trinity River Authority of Texas as a guarantee that the bidder will, within 10 days after notice of award, enter into a Contract and furnish a Performance Bond and Payment Bond upon the forms provided, each in the amount of 100% of the Contract Price, from a surety licensed to conduct business in Texas and named in the current list of "Surety Companies Acceptable on Federal Bonds" as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department. The surety for the Performance Bond and Payment Bond shall have an "A" minimum rating of performance and a financial rating strength of five times the Contract Price, all as stated in the current "Best's Key Rating Guide, Property-Causality." Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the Bond. Award of this project is contingent upon the release of funds from the Texas Water Development Board (TWDB). Any contract or contracts awarded under this Invitation to Bid are expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are, or will be, a party to this Invitation to Bid or any resulting contract. All laborers and mechanics employed by the Contractor and Subcontractors on projects funded directly by or assisted in whole or in part by and through the Clean Water State Revolving Fund or Drinking Water State Revolving Fund shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of chapter 31 or title 40, United States Code. Wages to be paid on this Project will be governed by the Department of Labor Wage General Decision or Decisions included in the bid documents for this Project. Pursuant to Reorganization Plan No. 14 and the Copeland Act, 40 U.S.C 3145, the Department of Labor issued regulations at 29 CFR parts 1, 3, and 5 to implement the Davis-Bacon and related Acts. Regulations in 29 CFR 5.5 instructs agencies concerning application of the standard Davis- Bacon contract clauses set forth in that section. All grants, cooperative agreements, and loans funded under the Clean Water State Revolving Fund shall include the standard Davis-Bacon contract clauses found in 29 CFR 5.5(a), which shall also be incorporated in any resultant covered contracts that are in excess of $2,000 for construction, alteration or repair (including painting and decorating). The Authority reserves the right to reject any or all bids and to waive any immaterial formalities on inconsistencies in its sole judgement. Award shall be made to the lowest responsive, responsible bidder; however, the Authority reserves the right, after evaluation of all bids received, to make no recommendation to its Board of Directors regarding the award of any bid in the event non-responsive, non-conforming, or otherwise unacceptable bids are received, or if budgetary constraints or other unanticipated factors exist. No bid may be withdrawn until the expiration of 60 days from the date bids are opened. The deadline to ask questions is 3/16/2020 2:00 PM CST
