Pond D' is an existing flood control [water quantity] structure impounding Smith Run between Great Oaks Estates and the Police Station; the ~700 acre drainage area includes portions of Central Park. Changes in Commonwealth Regulations now qualify the structure as a 'high-hazard' impoundment requiring overtopping protection to become compliant. The City has not formally certified the impoundment; once formally certified [as meeting the empirical and regulatory 'high hazard' classification] the City will have 2 years to implement improvements to remain compliant. The Idlewild Stream Restoration is intended to improve degraded stream conditions and has been identified as a candidate to partially meet City MS4 Stormwater TMDL pollution reduction requirements.Additional pollution reductions are permit-required; this CIP item is intended to address the broad MS4 Stormwater Permit reduction obligations. Project construction completion is required by June 30, 2023 to be compliant. The City does not anticipate meeting the permit deadline and looks to the purchase of 'term' nutrient credits until projects are finalized. As of June 01, 2022, this project is currently in the FY 2023-2027 CIP. Funding for this project is allotted in the city's capital improvement plan for construction FY 2023. A firm timeline has not been established; however, construction is scheduled for Fiscal Year 2023. *Project information has been obtained through a public capital improvement plan (CIP).
