The deadline for submitting an application and required information for a Hammond license is one week prior to the meeting. No bidder may withdraw his proposal for a period of 60 days following the date set for receiving bids. The Board of Public Works and Safety reserves the right to retain any and all bids for a period of not more than 60 days and said bids shall remain in full force and effect during said time. The Board of Public Works and Safety further reserves the right to waive informalities and to award the contract to any Bidder all to the advantage of the Board of Public Works and Safety, or to reject all bids. BID SECURITY: Each bid shall be accompanied by an acceptable certified check or cashier's check made payable to the City of Hammond or an acceptable Bid Bond in an amount not less than five percent (5%) of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana. BONDS: A performance bond and payment bond each in the amount of one hundred percent (100%) of the contract price will be required. Contractors submitting a bid for City construction projects must subscribe to the Indiana Plan and a joint apprenticeship and training program for that project if their bid is accepted and provide proof of same before any payments are made. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin and each bidder must conform with the anti-discrimination provisions of IC 5-16-6. An Affirmative Action Statement must be submitted at time of bid. Twenty-five (25%) percent of the contractor's work force in each initial craft will be comprised of residents of the City of Hammond participating in the Indiana Plan, whenever possible. If awarded the contract, the successful bidder shall be prepared to begin work within 20 days after the notice to proceed is issued. The work shall be completed by September 17, 2021 (final completion date).
