Tabb Pressure Reducing Station and Offline Storage Facility The Hampton Roads Sanitation District (HRSD) will receive electronic Bids for the above referenced project online through HRSDs Online Oracle ERP system.. Failure to submit a Bid through HRSDs Online Oracle ERP system prior to the due date and time will be cause for rejection by HRSD. Procedures for submitting a Bid, claiming an error, withdrawing of Bids and other pertinent information are contained in the Instructions to Bidders. HRSD reserves the right to reject any or all Bids, waive any informalities, or negotiate with the low bidder as described in the Instructions to Bidders.
