https://denver.cbslocal.com/2021/05/12/central-70-project-interstate-70-2/ The Colorado Department of Transportation took CBS4 behind the scenes of the Central 70 construction project on Tuesday. The tour allowed for a sneak peek into the lowered section of Interstate 70 before it opens to drivers. The lowered section has a 1,000-foot cap with fans and sprinklers. The fans are there to help mitigate any sort of air quality issues as well as fires. The area is divided into 10 zones for the sprinklers so they can be used in specific areas if there was a fire. There are also sensors to adjust the light inside the tunnels with the natural light outside. "The whole goal is to have people drive through this and keep going. We do not want people stopping and taking a look at all these cool systems that we've designed to protect them, we don't want them checking them out, we want them to drive through the cover," said Central 70 Project director Bob Hays. To reach the goal of keeping drivers moving through the cover, CDOT is hosting a one-day exhibition on the new lanes on Saturday, May 15 from 10 a.m. to 7 p.m. It will be at the Northeast corner of 46th North Avenue and Brighton Boulevard and parking is available at the National Western Complex Lots J & K. Registration is required for the CDOT Central 70 Project "More Than An Interstate"event. "Since the end of March," Rollison said, "The Central 70 Project has implemented daytime lane closures on I-70 for paving operations and other roadway work, something we would not do with normal traffic volumes, since we committed to keeping three lanes of traffic open on I-70 during weekday peak hours at the start of the Project. However, in line with other CDOT Projects, we permitted our Contractor to schedule lane closures during the day The Central 70 Project conducted longer term closures on the Steele on-ramp to westbound I-70 and the Brighton Boulevard on-ramp to eastbound I-70 for utility work while traffic volumes on those historically highly travelled ramps were low. Colorado Boulevard between 40th and 48th avenues also experienced some daytime lane closures, with minimal impacts to traffic." __________________________________________________________________________________________________________________________ QUESTION ACCEPTANCE DEADLINE 03/16/2020 07:00 PM EDT This Contract is for a Proposer to provide strategic communications support for the Central 70 Project, through which CDOT is reconstructing a 10-mile stretch of I-70 between Brighton Boulevard and Chambers Road, adding one express lane in each direction, removing the aging 55-year old viaduct, lowering the interstate between Brighton and Colorado Boulevards and placing a four-acre park over a portion of the lowered interstate (collectively, the "Project"). Proposer shall provide the Work through Task Orders at the prices and rates specified below. Each Task Order shall list all Goods/Services that are required to be delivered to CDOT as part of the Work (each a "Deliverable"). Proposer shall identify one full-time bilingual community liaison ("Community Liaison"), one full-time strategic communications lead ("Communications Lead") and one part-time individual dedicated to day-today support ("Support Person"). The Community Liaison shall be primarily community focused, the Communications Lead shall be primarily focused on strategic planning and ensuring successful communications outreach, and the Support Person shall be primarily focused on developing communications collateral. The Community Liaison, Communications Lead and Support Person are required to work in the Project office or Project work site at a minimum of 75% of their time billed to the Project. Proposer shall provide the following types of Services and/or Goods through Task Orders under this Contract, however, additional tasks related to the solicitation for strategic communications support may be added through a contract amendment: Task #1 - Strategic Communications Planning Proposer shall assist with the development of an annual strategic communications plan based on the results of previous strategic plans. This includes assistance with audience identification, key messages, development of yearly goals and measurable objectives, cost effective public relations and advertising tactics, community engagement methods, bilingual community liaison commitments, social media engagement, opportunities for media coverage and partnerships with other business or public agencies to disseminate messages. The strategic communications will be coordinated with current and upcoming construction activities, major traffic impacts, construction related impacts to residents and motorists, and Kiewit Meridiam Partners LLC's, CDOT's developer for the Project, construction communications plan. Activities shall include: Quarterly reviews and updates; Weekly coordination meetings; Development of project strategic plan (build on research); Oversight of CDOT contractor construction communication plans; Development of plans to humanize the project; Annual telephone survey; and Coordination with Workforce Development platform on communications needs and materials. Task #2 - Disadvantaged Business Enterprise/Emerging Small Business (D/ESB) Outreach and Workforce Development Support Proposer shall assist the CDOT Project Management Team and the CDOT Workforce and Civil Rights team with outreach to the D/ESB business community, advocacy groups, and professional organizations. Proposer shall provide CDOT D/ESB and Workforce Development program support as necessary, including assistance with the development of strategies, development of materials, coordination/support of special events and community presentations, and coordination as appropriate with the Developer. An Outreach Strategic Plan shall be developed by Proposer no later than one month after the Contract effective date and will be overseen by the CDOT Communications Manager and Workforce Development Liaison. Task #3 - Creative Services Development Services Proposer shall provide creative development of materials such as newsletters, presentations, fact sheets, direct mail, outdoor media, signage, video and displays. This may also include writing news stories for print media such as newspapers, websites, and newsletters. All collateral (web, print, etc.) must adhere to CDOT branding guidelines and will be subject to a CDOT approval process. Most collateral will build off existing materials. Activities shall include: Development, creation and distribution of internal newsletter; Development and distribution of bi-annual Snapshot brochure; Development of basic core project materials; Update to project website; and Creation of video offering a visualization of the finished project or key elements of the top benefits, which is intended to generate excitement about the project and what it will provide for Colorado, Denver, commuters, commerce and the local communities. All Work shall be performed either in the CDOT Project office or on the Project work site. Task #4 - Multi-Cultural Outreach Proposer shall assist the CDOT Project Management Team in communicating to Spanish-speaking residents, stakeholders and interest groups. The Community Liaison shall attend weekly community office hours, have established meetings with Swansea Elementary School, and maintain existing relationships with recreation centers, libraries, schools, nonprofits, and community organizations in or near the Project area. Activities shall include: Managing Spanish social media; Monthly outreach calendar development and implementation; Implementation of a Spanish community outreach program, which is focused on media relations; Conducting Spanish media visits/ongoing media relations (including direct costs); Conducting Spanish media tours; Ongoing outreach support, including meetings, phone calls, email, strategic planning; Development of outreach collateral and monthly outreach goals; and Responding to Spanish-speaking residents' concerns and questions that come through on the Project hotline or email, which may require meeting a resident in person. Task #5 - Community Engagement Methods Proposer shall assist with the development of outreach strategies that encourage public awareness and involvement. This may include meeting planning and facilitation and agenda development. Activities shall include: Attending monthly "Chips & Chat" and "Coffee & Chat" events; Attending community festivals and events; Creating and giving presentations to registered neighborhood organizations (RNO)s and community/business organizations; Supporting the CDOT contractor team on community outreach; Assisting in coordination of CDOT efforts with Northeast Transportation Connections; and Production and distribution of eblasts. Task #6 - General Project Support Proposer shall assist with the development of public outreach strategies that encourage public awareness and involvement. Activities shall include: Publicizing opportunities for public input; Meeting facilitation; Contacting interested parties and encouraging ongoing dialogue with the intention of reaching mutually beneficial resolution and outcomes with the public, community leaders and decision-makers; Storing and locating historical data, research and reports in regards to both the I-70 East Final Environmental Impact Statement (FEIS) and Record of Decision (ROD) and the Project; Attending various meetings in the Denver metro area; Public art solicitation and management for the Cover Park; and Responding to customer inquiries. Task #7 - Contractor Communication Coordination Proposer shall develop communications processes and coordinate communication efforts with the CDOT contractor public information team. Activities shall include: Coordination with the CDOT contractor public information team responsible for implementing public information activities; Collaboration with owner and contractor senior management teams to anticipate and respond to daily communications opportunities and challenges; Participation in weekly coordination meetings; Provision of communication design templates, and reviewing and approving CDOT contractor public information materials; and Submission of weekly Lane Closure Reports. Task #8 - Media Relations Proposer shall develop media materials targeted at business and traveling communities, local residents, and key stakeholders. Proposer shall identify news media opportunities and other outreach opportunities. Activities shall include: Preparation of materials and provision of media outreach; Development of and assistance to coordinate media tours; Media training and spokesperson prep/support; Ongoing media strategy support; Revising and implementing a community newspaper strategy (including advertising); and Quarterly media briefings. Proposer's Key Personnel Identification of Proposer's Key Personnel The following person(s) are identified as key personnel of the Proposer which are important to the success of the Project (collectively, "Key Personnel"): [Insert name] Key Personnel Change Any changes to Key Personnel by Proposer under this Contract shall require prior, written approval by State to ensure that the replacement is equally qualified and has comparable experience, as determined by State in its sole discretion. If the Key Personnel dedicated to the Program are no longer employed by Proposer and no suitable replacement is found within a reasonable time, the State may, at its sole discretion: 1) continue with the Proposer, or 2) cancel the Contract and issue a new solicitation for these Services. CDOT Responsibilities CDOT will oversee the Proposer, review and approve all communications collateral, act as lead media contact, and give direction for all strategic communications and outreach plans.
