Clarification Deadline: 3/23/2020 4:00 PM The project consists of approximately 2,887 l.f. of 8-inch gravity sewer CIPP lining at specific locations within the Upper Moreland-Hatboro Joint Sewer Authority sanitary sewer collection system. Each bid must be accompanied by certified check drawn to the order of Upper Moreland-Hatboro Joint Sewer Authority or a Bid Bond in favor of Upper Moreland-Hatboro Joint Sewer Authority in the amount of 10% of the bid price. Said check or bond shall be subject to the conditions provided in the Instruction to Bidders. All contractors and sub-contractors working on this project will be required to comply with the Pennsylvania Human Relations Act No. 222. All questions must be submitted to the Engineer in writing electronically as early as possible in the bidding period. Questions received less than seven (7) days prior to the date of bid opening, will not be considered. No oral answers or interpretations will be provided. All answers will be incorporated in Addenda to the Specifications, which shall become a part of the Contract Except as otherwise provided by law, no Bidder may withdraw his bid within sixty (60) consecutive calendar days after the actual date of opening thereof or one hundred twenty (120) consecutive calendar days if the award is delayed by a required approval of another governmental agency, the sale of bonds or the award of a grant or grants. Work at the job site shall be commenced within ten (10) calendar days after date of Notice to Proceed. The time of completion shall be the number of consecutive calendar days stated in the Bid Form, and this time shall begin with the date of the Notice to Proceed. The order to proceed with the work shall be given within thirty (30) calendar days following full execution of the Contract Agreement. Should the Contractor fail to complete his work on or before the time set forth above or as provided in the Contract Documents covering extension of time, then the Owner may retain an amount as set forth in the Bid Form as liquidated damages for each calendar day in accordance with the provisions of that section. The Owner reserves the right to reject any and all Bids, to waive technical defects or any informality in Bids, and to accept or reject any part of any Bid in the best interest of the Owner.
