Zignego Co. won an almost $70 million contract to rebuild Interstate 43 in Milwaukee by a razor-thin margin of less than 1%. The contractor’s bid of $69.6 million was only $584,807 lower than the offering by another Waukesha-based builder, Zenith Tech, according to the Wisconsin Department of Transportation’s bid sheets. The reconstruction work includes grading, mainline and ramp pavement, new bridges and new retaining walls. Actual costs will be defined as those costs allowable under the cost principles in Part 31 of Federal Acquisition Regulation (FAR). Consultant costs including indirect cost rates and cost accounting system will be subject to audit. Consultant firms that are unable to account for costs consistent with requirements of the FAR are not eligible to contract.
