Zignego Co. won an almost $70 million contract to rebuild Interstate 43 in Milwaukee by a razor-thin margin of less than 1%. The contractor’s bid of $69.6 million was only $584,807 lower than the offering by another Waukesha-based builder, Zenith Tech, according to the Wisconsin Department of Transportation’s bid sheets. Even in the world of highway construction where companies sharpen their pencils to offer the lowest bids and win contracts, that’s a tight margin for such a large project. ------------------------------------------------------------------------------------------------------------ As of January 3, 2022, construction is underway. The content team is making an inquiry for general contractor information. *The closed solicitation has been included below for reference: Reconstruct & modernize the I-43 freeway from Silver Spring Dr. to STH 60 in Milwaukee & Ozaukee counties. Mainline expanded from 2 to 3 travel lanes in each direction, 5 existing interchanges will be reconfigured, 1 new IC will be added, & safety & congestion concerns will be addressed. A section of Port Washington Rd in Glendale will be expanded from 2 to 4 lanes, & the UPRR bridge over I-43 will be replaced; 9 other bridges will be reconstructed; 4 widened; & multiple retaining walls done. This solicitation is for Final Design of the I-43 corridor. Design through the 60% plan level has been completed under a previous contract. This includes staged reconstruction of approximately 13.4 miles of I-43, as well as six interchanges (Good Hope Rd, Brown Deer Rd, County Line Rd, Mequon Rd, Highland Rd and CTH C). The reconstruction work includes grading, mainline and ramp pavement, new bridges and new retaining walls. Anticipated Construction Cost $45,000,000 OR GREATER The contract price will be based on the selected consultants actual costs plus fixed fee. Actual costs will be defined as those costs allowable under the cost principles in Part 31 of Federal Acquisition Regulation (FAR). Consultant costs including indirect cost rates and cost accounting system will be subject to audit. Consultant firms that are unable to account for costs consistent with requirements of the FAR are not eligible to contract. Consultants selected will be required to either submit or have on file with WisDOT a Consultant Financial Report prior to contract execution. _____________________________________________________________________________________________________________________________ Advertised Fixed Fee % 8.00 The fixed fee for this contract will apply an indirect cost factor of 150% to the consultants estimated direct labor, regardless of the consultants actual indirect rate.
