Site work and renovation of a civil project in Valparaiso, Indiana. Conceptual plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

By way of this Market Survey/Sources Sought Notice, the USACE-Chicago District intends to determine the extent of firms that are engaged in providing the services described hereunder for the Porter County Storm Sewer Improvements (Valparaiso, IN); City of Crown Point Sanitary Sewer Improvements (Crown Point, IN); Gary Sanitary District - 13th Avenue Sewer Replacement (Gary, IN); Lake Station - Lift Station Replacement (Lake Station, IN), and Gary Sanitary District - Water Treatment Plant Upgrades (Gary, IN). The responses to this Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of a RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. Under the five planned Contracts, the contractor will be required to provide the following construction services: 1. Porter County Storm Sewer Improvements (estimated magnitude of construction cost is between $1,000,000 and $5,000,000) - The contractor will be required to improvements of approximately 800 linear feet of channel improvements for the roadside ditch, from the existing confluence with Squirrel Creek to the proposed drop structure/relief sewer to the South Haven Elementary School (SHES) flood storage facility. The channel improvements would be provided to increase conveyance and eliminate the need for 54-inch storm sewer along the entire stretch of McCool Road. Construction will also include approximately 1,200 linear feet of 54" relief sewer extending from the limits of the roadside ditch (southwest of the intersection of McCool Road and Midway Drive) to the South Haven Elementary School (SHES) flood control basin (constructed by others). 2. City of Crown Point Sanitary Sewer Improvements (estimated magnitude of construction cost is between $1,000,000 and $5,000,000) - The contractor will be required to installation of the following rehabilitation work components for the combined sewers: 700 feet of 8-inch Cured-In-Place-Pipe Liner (CIPP), 400 feet of 10-inch CIPP, 6500 feet of 12-inch CIPP, and up to 40 manholes to be rehabilitated as well as installation of a 36" flow meter and 48" sanitary doghouse manhole (up to 9' complete). Manholes and sewer segments would be rehabilitated to include cementitious lining amongst other component work, while the sewer segments would receive cured-in-place pipe lining (CIPP), and/or point repairs. 3. Gary Sanitary District - Gary, IN 13th Avenue Sewer Replacement (estimated magnitude of construction cost is between $1,000,000 and $5,000,000) - The contractor will be required to remediate compromised sewers in Gary, Indiana. The proposed project area is located on 13th Avenue bounded on the west by Roosevelt Place, on the east by Johnson Street. The existing poured in place concrete sanitary sewer (30-inch, 42-inch, and 48-inch) is severely corroded, crumbling, and has recently failed forming a large sinkhole. The proposed project will replace up to approximately 2,030 linear feet of existing sewer line with a new reinforced concrete sewer with the same sizes, and in the same location and slope as the existing sewer. The new sewer will connect to the existing sewer at the west end manhole on Roosevelt Place. The project will also include nine new manholes, removal of existing manholes and pipes, dewatering, bypass pumping, and pavement repair. This proposed project is expected to accommodate the city's needs for the next 50 years. 4. Lake Station, IN Lift Station Replacement (estimated magnitude of construction cost is between $500,000 and $1,000,000) - The contractor will be required to reroute 18th & Union Pump Station to Crossroads. The Crossroads lift station (LS) must be replaced. It is past its useful life and has recently had emergency repairs made to bolster its structural stability. This LS will be sized to accommodate the additional flow from the upstream rerouted sewers as well as growth in the Crossroads LS basin. 5. Gary Sanitary District - Gary, IN Water Treatment Plant Upgrades (estimated magnitude of construction cost is between $1,000,000 and $5,000,000) - The contractor will be required to perform treatment process which occurs at the headworks of the plant, and consists of a single trash rack followed by a mechanical screening and grit removal. Grit removal is obtained through the grit dewatering system: grit pumps, grit classifiers, process piping, grit hopper and bin activator. The Grit Dewatering Improvements Project will replace the existing grit dewatering equipment with higher capacity and more robust equipment, creating a system that allows Gary Sanitary District (GSD) to meet the grit loading it receives from the collection system and reducing the burden on the primary treatment systems. The Gary Sanitary District (GSD) Wastewater Treatment Plant (WWTP) is a regional facility servicing an area of approximately 400 square miles and a population of roughly 180,000, and is comprised of the Cities of Gary, Hobart, Merrillville, and Lake Station. This Agency requests that interested contractors complete the following questions to assist the government in its efforts. 1. Is your company currently "active" at the System for Award Management (http://www.sam.gov) If not, does it plan to register Contractors are now REQUIRED to be registered in the System for Award Management (SAM) At the Time Its Bid is Submitted to comply with the annual representations and certifications requirements (Reference: FAR Subpart 4.1102 - Policy (a)). 4. In consideration of North American Industry Classification System (NAICS) code 237990, with a small business size in dollars of $39.5M, which of the following small business categories is your business classified under, if any Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Small Business, HUBZone Small Business, or 8(a) Small Business. 5. Is your firm capable of obtaining a performance and payment bond for a construction project valued between the aforementioned project's magnitude of costs 6. Is your firm interested in performing as a subcontractor or prime 7. Does the interested vendor have experience in the work described for this project If so, how many years 8.
