Renovation of a municipal facility in Southfield, Massachusetts. Conceptual plans call for the renovation of a municipal facility.
As of October 5, 2023, this project has been placed on hold indefinitely. *The closed solicitation has been included below for reference: The Town of New Marlborough, MA acting through its Town Administrator, requests qualifications from interested, full-service, architectural firms with experience in ADA-required accessibility renovation, to perform code analysis, design and complete bid documents for bringing use and access to New Marlborough Town Hall into compliance with code-mandated accessibility requirements. The Town has established a fixed fee of $80,000 for this contract. This project is being funded in part by a FY19 CDBG Grant from the Massachusetts Department of Housing and Community Development (DHCD). The design project must be completed before December 31, 2020, as project funding expires on that date. The primary goals of the project are to perform code analysis, design, bid specifications and plans and detailed cost estimates for architectural barrier removal bringing access to both floors of New Marlborough Town Hall, as well as internal facilities, (for example, bathrooms) into compliance with code-mandated accessibility requirements. All work shall meet the requirements of the Americans with Disabilities Act (ADA) and Commonwealth of Massachusetts’ requirements. Town Hall is an undesignated, but historically significant building, and plans may require approval from the Massachusetts Historical Commission. The design work is funded by a CDBG Grant from the Massachusetts Department of Community Development; thus, the design must comply with the requirements of the approved Grant as well. The Architect will be required to review and analyze existing building conditions, and to offer alternative schemes for addressing the existing barriers to accessibility to/from both floors of the New Marlborough Town Hall. The Architect shall also review and address any deficiencies in onsite handicap parking and internal facilities The Architect will meet with the Design Review Committee at the end of the Schematic design stage to review various options and provide guidance on estimated costs and issues associated with each scheme, prior to final development of plans. Following this review, the Town will seek to choose one of the options for full design plans, subject to review with authorities holding code jurisdiction. The scope of work includes: 1. Perform Code Analysis to determine Accessibility issues. 2. Develop alternative Schematic Designs illustrating options for accessibility and barrier removal. 3. Review intended design with all Authorities having jurisdiction, including, if necessary, the Massachusetts Historic Commission, and secure approvals, including potential waivers, as appropriate. 4. Prepare Bid-ready Construction Documents and Specifications based upon Town-approved Schematic Design documents. 5. Prepare detailed cost estimates, using professional cost estimator. 6. Prepare responses to Bidders questions and issue any related Addenda. Written questions must be submitted to the Town Administrator by noon on Thursday, June 18, 2020. A teleconference call to answers questions will be held at 10:00 a.m. on Friday, June 19th, 2020. The final costs of this project will be revealed at a later date.
