The work of this Contract includes furnishing all labor, materials, equipment, and incidentals necessary to perform the rehabilitation of the existing sewer system in the Town of Reading, Massachusetts including, but not limited to the following: preparatory cleaning of existing sewers and manholes; CCTV inspection; spot replacement of sewers; and installation of 6-in through 12-in cured-in-place pipe lining. All of the work is being performed in the areas shown on the Plans (found in Appendix A) and specified on the attached Table A in Section 011000. The Contract Time for the Base Bid shall be a total of 90 calendar days, with all construction activities necessary to complete the work executed within 60 calendar days, excluding final paving, commencing ten (10) days following the effective date of the Agreement. The Contract Time for Alternate 1 shall be an additional 30 calendar days, Alternate 2 shall be an additional 30 calendar days, and Alternate 3 shall be an additional 30 calendar days. Final paving shall be completed in 14 consecutive calendar days and no later than November 1, 2020. The work under this Contract is funded by the Town of Reading and the Massachusetts Water Resources Authority (MWRA). Minority Business Enterprise (MBE) and Women's Business Enterprise (WBE) policies of the MWRA are applicable to this Contract. The Bidder shall make positive efforts to achieve: (1) a minority employee work force goal of 15.30 percent, (2) a woman employee work force goal of 6.90 percent, (3) a goal of 7.24 percent participation of Minority-owned Business Enterprise(s), and (4) a goal of 3.60 percent participation of Woman-owned Business Enterprise(s) within project contracts. Bids shall be submitted in accordance with the Instructions to Bidders and be accompanied by a Bid Security, satisfactory to the Town, in the amount of five percent of the Bid. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development under the provisions of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended, apply to this project. It is the responsibility of the Contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those tradespeople who may be employed for the proposed work under this Contract. The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 30, Section 39M. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. Bidders may not withdraw their Bids for a period of thirty days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the Bids.
