Site work for a water / sewer project in Orange City, Iowa. Completed plans call for site work for a water / sewer project.
Said improvements shall include the following work: 73,943 CY Excavation, class 10 14,829 SY Subgrade Preparation, 18" 14,829 SY Subgrade Treatment, 18", Cement 3,801 LF Sanitary sewer, gravity main, 8" PVC 1,827 LF Sanitary sewer service, trenched, 4", 6" and 8" 3,589 LF Water main 8" PVC, trenched 41 Ea Sanitary and Storm Structures 1,929 LF Storm sewer, 15", 18", 24", 30" & 36", Class III RCP 11 Ea Fire Hydrant Assembly 13,277 SY Pavement, 6" & 8" PCC 16,757 SF Sidewalk, 4" PCC 40.7 Ac. Conventional Seeding, Fertilizing and Mulching Each Bidder shall accompany its bid with a bid security as defined in Iowa Code Section 26.8 as security that the successful bidder will enter into a Contract for the work bid upon and will furnish after award of Contract a corporate Surety Bond, in a form acceptable the City of Orange City, for the faithful performance of the Contract, in an amount equal to one hundred percent (100%) of the amount of the Contract. The Bidder's security shall be in the amount of ten percent (10%) of the amount of the Bid and shall be in the form of a cashier's check or a certified check drawn on an FDIC insured state-chartered bank in Iowa or on an FDIC insured bank chartered under the laws of the United States, or by a certified share draft drawn on a state-chartered credit union in Iowa or a credit union chartered under the laws of the United States, or a Bid Bond on the form provided in the Contract Documents with corporate Surety satisfactory to the City of Orange City. The bid shall contain no conditions except as provided in the specifications. Each successful bidder will be required to furnish a corporate Surety Bond in an amount equal to one hundred percent (100%) of its Contract price. Said Bond shall be issued by a responsible Surety approved by the City of Orange City and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all material and labor and project and save harmless the City from claims and damages of any kind caused by the operations of the Contractor and shall also guarantee the maintenance of all improvements caused by failures in materials and construction for a period of four (4) years for all concrete paving and water main improvements and for two (2) years for all utilities from and after acceptance by the city. In addition, the Contractor shall warrant backfilling against settlement and erosion for a period of two (2) years following final acceptance of the project. Payment to the Contractor for said improvements will be made in cash derived from cash on hand or such other funds as are legally available. The Contractor shall begin work after receipt of a Notice to Proceed, which is anticipated to be issued on April 23, 2020. All work for 16th Street SE shall be Substantially Complete (except seeding work) on or before August 15, 2020 with all work for 16th Street SE completed and ready for final payment on or before August 29, 2020. All work on Frankfort Avenue SE shall be completed within 25 calendar days. All remaining work on the project shall be Substantially Complete (except for seeding work) on or before November 20, 2020, with remaining work complete on or before May 15, 2021. In accordance with Iowa statutes, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. Failure to submit a fully completed Bidder Status Form with the Proposal may result in the Proposal being deemed nonresponsive and rejected. The Contractor will be paid, monthly, ninety-five percent (95%) of the Engineer's estimate of the value of acceptable work completed by the end of the preceding month. The final payment will be made not less than thirty (30) days after completion of the work and acceptance by the City provided all final documents have been furnished and executed by the Contractor. The City of Orange City will issue tax exemption certificates to contractors and subcontractors on this project. Contractors and subcontractors may make copies of these certificates and give them to each supplier providing construction materials. Sales tax will not be charged on construction materials purchased using the tax exemption certificates. The City Council of Orange City reserves the right to defer acceptance of any proposal for a period not to exceed thirty (30) days after the date proposals are received and not proposal may be withdrawn during this period. The City Council of Orange City hereby reserves the right to waive informalities, reject any or all bids and enter into such contract as it shall be deemed in the best interest of the city.
