As of November 2, 2022, construction is underway and began in August of 2022. Unsolicited inquiries may result in disqualification in any future bidding opportunities. *The closed solicitation has been included below for reference: Project phase schedule: The first phase includes planning and drafting between the county and policy advisor, which will result in a draft policy and procedure manual for the justice center, along with training materials. The second phase, scheduled for 2022, would include workshops and reviewing the draft of the justice center plans. The final phase, scheduled for 2023, would include finalized training materials, as well as integration with the scheduled construction of the justice center. *The closed solicitation has been included below for reference: Carlton County is constructing a new two-story jail building to LEED standards in downtown Carlton, Minnesota, which will house 80-84 inmates. County General Obligation Bond proceeds will be used to finance the project. Programming and space planning analysis have determined the building to be an estimated 55,200 square feet. The County will be constructing the new building on an existing parking lot (county owned) and will remodel the existing Law Enforcement Center. Proposer must be a firm whose experience and qualifications, as presented in Proposal submitted in response to this RFP, establish it, in the opinion of Carlton County, as providing the best value for the county based on the selection criteria and its ranking in the evaluation process. At a minimum, the Proposer must provide evidence of providing successful Construction Manager At-Risk (CMAR) services in previous, similar construction projects. Qualifications for this project will be: 1.1 Construction/Construction management for constructing high performance and energy efficient building envelope and mechanical systems projects. 1.2 Low maintenance and long-life cycle design and construction projects. 1.3 State, local or federal governmental project experience. 1.4 Respondents key personnel, experience and qualifications as a CMAR, safety records, references, quality control program, scheduling techniques and ability to meet schedules. 1.5 Capability and experience utilizing CMAR project delivery method, in general, and the firms philosophy and procedures for a CMAR project. 1.6 Competitive cost and fees associated with project delivery using the CMAR delivery method. 1.7 Respondents ability to deliver the project on schedule and within the established Guaranteed Maximum Price (GMP). 1.8 Respondents capability and ability to coordinate its work with the entire Project Team (owner, architects, engineers) and previous experience and/or understanding of integrative design and project implementation principles. 1.9 Respondents understanding of and capability and willingness to participate in an Integrative Design Process. 1.10 Experience in the demolition and construction of structures in an occupied space.
