Plans call for the transformation of West Rossdale into a vibrant community. The River Crossing is located in the heart of Edmonton between downtown and Old Strathcona area, and borders the Provincial Legislature grounds. Located within the North Saskatchewan River Valley, River Crossing has easy access to riverside trails and valley amenities. The City and the municipally-owned EPCOR Utilities Inc. own a majority of the land in River Crossing but Edmonton Public Schools and a few private entities also own land. The River Crossing is home to significant historical legacies such as Traditional Burial Grounds / Fort Edmonton Cemetery, the Rossdale Power Plant, Ortona Armoury, Ross Flats Apartment and RE/ MAX Field ballpark. Through a multi-phased approach, the transformation is expected to see these existing structures and open spaces redeveloped for re-use. Other municipal projects will include various infrastructure projects (transportation, utilities and flood mitigation). Future developments will potentially include various multi-residential and retail developments within the subject area (by the private sector). A low carbon District Energy System (DESS) may be implemented. TIMELINE: Conceptual planning is ongoing. Reshape Infrastructure Strategies Ltd. has completed a feasibility study for the implementation of the District Energy System. The Ortona Armoury Rehabilitation has been rehabilitated. Concept design for a new river valley park between Rossdale Rd. and 96 Ave has been initiated. The owner is currently requesting proposals from interested parties for adaptive reuse of the Rossdale Power Plant. Further update may be available in 2026.
