Site work and new construction of a fire / police facility in Princeton, Texas. Completed plans call for the construction of a fire / police facility; and for site work for a fire / police facility.

The owner has selected a Design Builder. This is notice of a Request for Qualifications AND a Request for Proposals ("RFQ/RFP"). This will be a two-step process. In STEP I, City of Princeton ("City") seeks Responses to its Request for Qualifications ("Qualification Submissions") for the design and construction of Fire Station #3 ("Project"). No cost information is to be included in any Qualifications Submission. The City will select up to five finalists from the Qualification Submissions that are properly received. In Step II, the City will request a Proposal for the full Project ("Proposals") from the highest-ranked Finalist selected by the City. The City will select the Proposal that provides the Best Value to the City. The Princeton Fire Department is an ISO Class 2 combination fire department consisting of volunteer, part-time, and full-time personnel. The fire department serves an area of approximately 44 square miles of land and an additional 10 square miles of Lake Lavon. The Princeton Fire Department provides a variety of services including fire/EMS/rescue response, incident mitigation, fire prevention, and community education to the public. The Princeton Fire Department currently responds to incidents out of a single station located near the central part of town. The Princeton Fire Department is seeking qualifications to design and construct a new fire station to be located near the 1200-1300 block of County Road 400 (Myrick Lane) in the City of Princeton. The fire station will be a pre-fabricated metal building. The project must be designed and built in strict compliance with City of Princeton Building Codes and Standards, applicable Federal and State laws concerning public safety buildings (fire stations), applicable environmental laws associated with construction sites, public safety buildings (fire stations) and stormwater discharge requirements, the American Disabilities Act (ADA) and Texas Accessibility Standards (TAS). The proposed Fire Station #3 will be located on Myrick Lane, Princeton, Texas, 75407. The City's selection of its engineer for the government's representative has already occurred. Signed and sealed Site Civil drawings are provided for Respondents to use as a reference. The RFQ/RFP is for Qualification Submittals and Proposals from Respondents that are able to provide all the components of a 'design/build' project, either on their own or as part of a respondent team. The separate elements (design and construction) of the Project are not to be submitted separately. Only respondents (or respondent teams) having the ability to comply with all the requirements of the RFQ/RFP, and the Design Criteria Package, and also provide all the component parts of the Project (design and build) should respond. Any significant change to the solicitation resulting from discussions arising at the pre- RFQ-RFP conference will be issued in the form of an addendum and posted on CivCast. All participants of the Mandatory pre-RFQ-RFP conference will be notified of any addendum. Qualification Submission must fully comply with all applicable requirements of the RFQ/RFP relating to Qualifications Submissions in Step 1 of the RFQ/RFP. No price or cost related information is to be included in a Qualifications Submission. STEP II - Request for Proposals. A Proposal, submitted by the highest-ranking Finalist, that is addressed to City of Princeton, C/O City Secretary, 123 West Princeton Drive, Princeton, Texas 75407 will be received at the office of the City Secretary of the City of Princeton of 123 West Princeton Drive, Princeton, Texas. Response must fully comply with all requirements of the RFQ/RFP and the Design Criteria Package. Price and cost information is required to be included in the Proposal submitted. Significant indemnification and insurance requirements are included in the RFQ/RFP, including the provision of performance and payment bonds. The design and construction of the Project must comply with all applicable rules, laws, regulations and ordinances. Proposal must include a Guaranteed Maximum Price for the design and construction of the Project. Proposal must include substantial information relating to the proposed site for the Project. The successful Respondent will be required to provide all the development and Project management services necessary to assure timely development, design, equipping and construction of the Project in full compliance with all the requirements of the RFQ/RFP, Design Criteria Package, applicable contracts and the Project Budget. The Proposal will be reviewed and evaluated by the City, and/or its designees. The City will select the Proposal that provides the Best Value to the City. City rights reserved. City reserves the right to reject any and all Proposals, or select the Proposal that provides the best value to the City. The City reserves the right to waive any irregularity or defect in any of the Proposals received.
