Bidders must be pre-qualified by the Ohio Department of Transportation and possess a current Certificate of Qualification for the applicable work classifications (Work Types 20 - Level 1 Bridge) being bid, even if these items will be sublet. Fabrication of the steel beams must be from an approved fabricator in accordance with the Ohio Department of Transportation - Office of Material Management for Structural Steel Members (Supplement 1078) CMS 513.03 Level 3 Fabricator. Conditional bids will not be accepted. Prime contractor must perform not less than 50% of the contracted work with their forces. Each proposal shall contain the full name and address of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The Clark County Commission intends and requires that this project be completed no later than September 11, 2020. Each bid must be accompanied by a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form shall be in the full amount of the bid. The bond must be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Bid security furnished in the form of a certified check or cashier's check, shall be equal to 10% of the bid. The successful bidder on any contract exceeding $100,000.00 requiring prevailing wages must submit its two most recent financial statements that have been compiled, reviewed or audited by a licensed Certified Public Accountant within seven days after bid opening date and must certify compliance with the Countys financial requirements/tests and quality contracting standards. Bidders must comply with State of Ohio Prevailing Wage rates on Public Improvements Projects in Clark County, Ohio as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration.
