Site work and paving for a mixed-use development in Vinton, Virginia. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; road / highway; and water / sewer project.

Work of the Project includes: construction of a new shared-use path, sidewalk, curb, curb & gutter, commercial entrances, accessible ramps, storm drainage, new asphalt pavement, milling and replacement of existing asphalt pavement, landscaping, utility relocations, demolition & removal incidental to the work, and maintenance of traffic and traffic control. Project is located along Walnut Avenue from the intersection of Walnut Avenue and 5th Street to the western Town limits. The Project distance is +/- 0.3 miles. Bids will be received for a single prime Contract. Bids shall be on a unit price basis. Bids must be accompanied by a bid guarantee as specified in the Instructions to Bidders. The bidder's attention is directed to the requirements of Title 54.1, Chapter 11, of the Code of Virginia. Withdrawal of bid due to error shall be in accordance with Title 2.2, Chapter 43 (2.2-4330, Paragraph B.1) of the Code of Virginia. MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President's Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President's Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the President's Executive Order 13658 regarding minimum wages on federal funded construction contracts; the Civil Rights Act of 1964; the Davis-Bacon Act; and Section 436 of P. L. 113-76 (American Iron and Steel). Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin. It is the policy of the Virginia Department of Transportation that Disadvantaged Business Enterprises (DBE) as defined in 49 CFR Part 26 must have the maximum opportunity to participate in the performance of federally funded contracts. Contractors are encouraged to take all necessary and reasonable steps to ensure that DBE firms have the maximum opportunity to compete for and perform services on contract, including participation in any subsequent supplement contracts. If the contractor intends to subcontract a portion of the services on the project, the contractor is encouraged to seek out and consider DBEs as potential Sub-contractors. The contractor/sub-contractor is encouraged to contact DBEs to solicit their interest, capability and qualifications. Any agreement between a contractor and a DBE whereby the DBE promises not to provide services to other contractors is prohibited. The DBE contract goal for this procurement is Eight (8) percent. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 9:00 AM and 4:00 PM, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Bidding Documents may be obtained from the Issuing Office as follows: 1.) through a secure download arrangement at no cost; 2.) on flash drive (as PDF files) for a non-refundable cost of $50.00 - including shipping via UPS Ground Service; or 3.) as printed Documents obtained from the Issuing Office either via in-person pick-up or via delivery for a non-refundable cost of $200.00 per set. Cost associated with receipt of Bidding Documents is payable to Mattern & Craig, Inc. Upon Issuing Office's receipt of payment, Bidding Documents will be sent via UPS Ground Service (delivery) or made available for pickup. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. The Work will be substantially completed within 240 days after the date when the Contract Times commence to run as provided in Paragraph 4.01 of the General Conditions, and completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions within 280 days after the date when the Contract Times commence to run The DBE contract goal forthis procurement is Eight (8) percent.
