Site work and paving for a mixed-use development in Tulsa, Oklahoma. Completed plans call for site work for a bridge / tunnel; water / sewer project; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
Project which generally includes the following features: This Project will generally consist of the following: Provide all labor, tools, equipment, disposables, and materials; and preventative maintenance during construction, and certifications to re-construct the banks of the Arkansas River and the West River Park Trail in three (3) specific areas identified collectively as "Areas 1W-3W", located on the west side of the Arkansas River, near Turkey Mountain (Area 3W), and north along the River Parks Trail and the Arkansas River (Areas 1W & 2W). Area 1W work includes the removal of a portion of asphalt paving and fencing, trees and vegetation on existing rip-rap slopes, debris, possible removal and replacement of existing rip-rap, placement of compacted fill, regrading and new slope protection (1 option only) of the riverbank slough and/or scouring in Area 1W, construction of a curb wall, removal and replacement chain link fencing and replacement of the River Parks asphalt trail and sub-grade. Area 2W work includes the removal of a portion of asphalt paving and fencing, trees and vegetation on existing rip-rap slopes, debris, possible removal and replacement of existing rip-rap, placement of compacted fill, re-grading and new slope protection (1 option only) of the riverbank slough and/or scouring in Area 2W, construction of a curb wall, replacement chain link fencing and removal and replacement of the River Parks asphalt trail and sub-grade. In Area 3W, the work includes removal of topsoil, removal and replacement and/or enhancement of the existing rip-rap slope, replacement of a single CGMP culvert pipe and replacement with twin 30-inch corrugated HGMP culvert pipes, replacement and layered compaction of upstream and downstream slope areas with fill material, and slope protection of the re-created culvert slope banks, including probable addition to the existing rip-rap, replacement of asphalt paving and construction of a curb wall (Optional), replacement of topsoil and re-sodding of slope bank areas not covered with rip-rap. Protection of the existing trail and public use will be required during construction. Contractor shall provide all labor, equipment, materials and disposables to assure completely functional project areas. There is only one (1) option for river bank slope protection at Sites 1W and 2W to enhance existing rip-rap slopes. Comparison of bids for purposes of award of the Contract will be based on the total cost submitted. Contractor shall provide all labor, equipment, materials and disposables to assure a completely functional project. Each bidder must fully comply with the requirements, terms and conditions of the Oklahoma Department of Environmental Quality (DEQ), Small, Minority, Women's Businesses Requirements including affirmative steps to contract with small, minority and woman's businesses during the performance of this contract. The bidder commits itself to the affirmative steps to contract with small, minority and woman's businesses contained herein and all other requirements, terms and conditions of these bid conditions by submitting a properly signed bid. Requirements are contained in Oklahoma Department of Environmental Quality Guidance and Procedures, DW-267. Equal Opportunity in Employment: All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, national origin, age or handicap. Bidders on this work will be required to comply with the President's Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in the specifications. Bids received more than ninety six (96) hours, excluding Saturdays, Sundays, and holidays before the time set for opening of bids, as well as bids received after the time set for opening of bids, will not be considered and will be returned unopened. A cashier's check, a certified check or a surety bond in the amount of five percent (5%) of the bid shall accompany the sealed proposal of each bidder. Deposits will be returned to the unsuccessful bidders. Bidders, or their authorized representatives, agents, officers or members must sign the Bid Proposal and provide the approved form of security or the bidder's bid shall be disqualified. Bidders agree to commence work within ten (10) calendar days after the date of a Notice to Proceed is issued by the RPA and to complete the same within 90 calendar days after commencement thereon. The Notice to Proceed may be delayed up to sixty (60) days pending submittal of the Contractor's detailed work plan to the USACE for determination of Section 404 Permit requirements or a Letter of Exemption. The bidder to whom a contract is awarded will be required to furnish public liability and workmen's compensation insurance; performance, statutory and maintenance bonds in the form provided by the RPA and in conformity with the requirements of the proposed contract documents. The performance, statutory and maintenance bonds shall be for one hundred percent (100%) of the contract price. The RPA reserves the right to reject any or all bids.
