The construction of approximately +- 800 LF of 3 - 6' of 8" gravity sewer, approximately +- 4,700 LF of DR17, pipebursting, and all appurtenances necessary to complete the job. All work on the Project must be completed within 180 consecutive calendar days of date of notice to proceed. No bid will be considered unless sealed and filed with the City of Blackshear prior to the time set forth above, and accompanied by a Bidder's Bond, payable to the City of Blackshear for 10 percent of the amount of the bid; to be forfeited as liquidated damages in the event that the bid be accepted and the bidder fail to enter promptly into a written contract and furnish the required Payment Bond and Performance Bond and Insurance Certificates. Bids arriving after the designated time will remain unopened. No bids shall be withdrawn for a period of 60 days after the opening of bids. The City of Blackshear, reserves the right to reject any or all bids and to overlook and/or disregard informalities or irregularities in the proposals. The work to be performed under this contract is under a program providing direct Federal financial assistance from the Department of Housing and Urban Development and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 as amended, 12 U.S.C. 1701 U. Section 3 requires that to the greatest extent feasible, opportunities for employment and training be given to the lowincome residents of the project area, and contracts for work in connection with the project to be awarded to business concerns which are located in, or owned in substantial part by persons residing in the area of the project.
