Site work and renovation of a power facility in Orlando, Florida. Completed plans call for the renovation of a power facility; and for site work for a power facility.
**As of May 29, 2020, anticipated award date is in June 9, 2020.** Work includes providing all labor, supervision, administration and management, and supplying all construction equipment, materials, and services necessary to perform the site development, underground duct and raceways, electrical work associated with equipment installation, and other miscellaneous items of work related to substation construction. Major components of the work under this Contract are as follows. Split Oak Substation o Site clearing and grubbing. o Foundation surveying and staking. o Earthwork. o Modification of existing pond o Installation of cast-in-place concrete security wall columns and wall panels, including decorative entrance gates. o Drainage structures and piping o Asphalt driveways. o Transmission line corridor driveway o Cast-in-place concrete foundations and equipment bases. o Drilled pier concrete foundations. o Construction of a masonry block control equipment enclosure including furnishing and installing the following equipment: o HVAC units. o 125-volt station batteries. o AC and DC power panelboards including surge protection. o 400A automatic transfer switch. o Fire Extinguishers, Smoke detectors, and intrusion alarms. o Lighting system. o 600 volt wiring for building lighting system and receptacles. o Raceway system and grounding. o Battery room eyewash facility. o Installation of OUC furnished switchboard panels, communications panels, and substation automation and SCADA cabinets. o Substation steel structure assembly and erection. o Shield masts and shield wire. o Pre-cast concrete lighting/security camera poles and wall mounted lighting fixtures. o Installation of outdoor electrical equipment including the following: o Four (4) 69kV power breakers, including high voltage jumper conductors, raceway, and grounding connections. o Fourteen (14) 69V disconnect switches, with four (4) auxiliary drum switches with junction boxes, including raceway and grounding connections. o Two (2) 69kV H-Frame structures, with three (3) insulators, three (3) surge arresters, three (3) polymer station post insulators, one (1) OPGW splice box, including bus work, high voltage jumper conductor, raceway, and grounding connections. o Eight (8) 69kV potential transformers, with four (4) junction boxes, including high voltage jumper conductor, raceway, and grounding connections. o 69kV High buswork (schedule 40 aluminum) and low buswork (schedule 40 aluminum) including support insulators, A-Frames, and bus hardware. o 69/24.49kV transformer's high and low voltage jumper conductor, raceway, and grounding connections. o One (1) 27kV Switchgear and associated duct bus with one (1) support o One (1) 24.94kV Capacitor Bank o Switchyard cable trench and raceway system. o Three (3) precast concrete OUC standard distribution manhole installations. o Installation of distribution power duct banks #1 thru #5. o Switchyard grounding system. o Two (2) 150 kVA, 24.94kV-208/120-volt, pad mount station service transformers, with interlock system. o Pulling, testing, and terminating OUC furnished 300 volt and 600 volt power/control cabling. o Direct buried switchyard lighting cabling. o Testing of equipment o Switchyard aggregate surfacing. o Site final grading and soil stabilization. o Removal of site temporary perimeter fencing at completion of the project. North Substation o Modifications and additions to the switchyard raceway system. o Removal of switchboard panels identified on the drawings. o Installation of OUC furnished switchboard panels, communications panels, and substation automation and SCADA cabinets. o Install 1-4/C#10 from PT JB8 to the control house using existing conduits and raceways as indicated on the drawings. o Install 1-7/C#10 from each breaker 28-413 and 28-403 to the control house using existing conduits and raceways as indicated on the drawings. o Pulling OUC furnished 300 volt and 600-volt power/control cabling, OUC will terminate the 300 volt and 600-volt power/control cabling. Magnolia Ranch North Substation o Modifications and additions to the switchyard raceway system. o Removal of switchboard panels identified on the drawings. o Install new 4-2839 RS1/RS2 and replace 403/413 BF o Pulling OUC furnished 300 volt and 600-volt power/control cabling, OUC will terminate the 300 volt and 600-volt power/control cabling. For the green field and existing substations, the Contractor`s responsibilities with regard to underground installations as follows: o The Contractor shall conduct his operations on the basis that underground installations may exist that are not indicated on the Engineer`s drawings. o The Contractor shall be solely responsible for locating and identifying all existing underground installations such as, but not limited to, service connections, water and gas mains, sewers, telephone lines, power lines, oil, water, air, and gas lines; sewers and other drains; circulating water lines; oil separators; septic tanks; telephone lines; electrical duct banks and raceway; or buried structures within the construction limits of the work and elsewhere where any penetration such as, but not limited to, excavation, plowing, trenching, driving of wellpoints, or insertion of any tool or device below the surface is anticipated or required or where construction operations may subject underground installations to damage prior to the performance of such work. Surveying shall include contacting owners of underground utilities. Locator services and detection devices provided by the utility owners shall be utilized when such are available. The Contractor shall hand excavate and positively identify all underground installations. All information relative to the underground installations shall be recorded by the Contractor and incorporated into the records required by the article herein entitled FIELD RECORDS. o Existing underground installations within the construction limits of the work are indicated on the drawings only to the extent information on such installations has been made available to, or discovered by, the Engineer in the performance of the design work. The accuracy and completeness of this information is unknown and is presented solely to assist the Contractor in determination of underground installations. The Engineer and OUC expressly disclaim all responsibility for the accuracy and completeness of the information so indicated. o The Contractor will be held responsible for any interruption in the service of underground facilities resulting from his operations, unless the facility Owner has given specific approval for the interruption in each case. o Except where the damaged parties desire to conduct their own repair and restoration work, the Contractor shall repair and fully restore any underground facility damaged during the construction period to a condition equal to or better than that which existed just prior to the time of damage. All repair and restoration work shall be done to the complete satisfaction of the facility owners and the Engineer. o The Contractor shall make his own arrangements with any jurisdictional authority requiring inspection of repaired or reconditioned utility facilities. All inspection fees applicable shall be paid by the Contractor. o Where the facility owners desire to conduct their own repair and restoration work, the Contractor shall render all assistance to facilitate this corrective work. The Contractor shall assume all just and reasonable expenses thus incurred by the facility owner. o Any delay, additional work, or extra cost to the Contractor caused by existing underground installations shall not constitute a claim for increased work, additional payment, or damages. The above explanations and listings are intended to give general definition of the scope of the work under these specifications and shall not be construed to be an itemized listing of each element of the work required. The Contractor shall be responsible for construction of complete facilities, conforming in all respects to the details and requirements of the specifications, drawings, and other contract documents. The Contractor shall provide all materials and equipment which will be permanently incorporated in the work and which are not specifically designated to be furnished by OUC; all labor, supervision, technical direction, administration and management; and all construction plant and services.
