Radnor Township is soliciting proposals from qualified firms to provide Construction Inspection and Contract Administration Services - Pennsylvania Department of Transportation Construction Manager 2 for the Radnor TAP Trail. These inspections are for civil/sitework. The Township of Radnor, located in suburban Philadelphia, is a Home Rule Township operating in accordance with the codes and laws of the Commonwealth of Pennsylvania. Governed by an elected seven-member Board of Commissioners, the Townships chief executive officer is the Township Manager. The Board of Commissioners is the awarding body of the contract. The proposed Radnor TAP Trail will allow users to traverse the Township via a series of hard trail and road sharing. The full set of DRAFT (not for construction) plans are provided as part of this request for proposals. The proposed trail is funded by TAP, DCNR, DCED, and DELCO grants totaling $2,250,000. The balance of the funding for the trail is proposed to be provided by Radnor Township. The current construction cost estimate for the Trail is $2,936,000 excluding contingency and inspection. The project will be let and constructed by the Pennsylvania Department of Transportation, using ECMS. It is anticipated that the project will be bid in August of 2020. Firms submitting a proposal must be registered as a Business Partner on ECMS. Radnor Township will be funding the project as noted above and providing the onsite inspections. Due to the current COVID-19 Pandemic, the Governor of Pennsylvania has ceased all non-life sustaining activities. At this time, the project is to be bid in August of 2020. April 23rd - April 30th - Proposals will be reviewed by the Township Review Team. During this period, if interviews with consultants are needed, they will be held via Skype, MS Teams, Go to Meeting, Zoom, or other similar platform. May of 2020 - Anticipated Award Date. Understanding the current COVID19 Pandemic, and associated restrictions, this date is TBD. The Radnor Township Board of Commissioners reserves the right to reject any proposals, or parts there of, if deemed in the best interest of the Township. Proposals will be judged on experience and cost. The Pennsylvania Department of Transportation, Construction Division, will be consulted with on the choice of the inspection firm.
