The Project consists of constructing approximately 17,010 linear feet (LF) of 8-inch, 12-inch, 18-inch, and 24-inch gravity sanitary sewer lines, manholes and appurtenances in the Rowan Creek Sewershed. Bids will be received for a single prime Contract. Bids shall be on a unit price basis, as indicated in the Bid Form. Upon Issuing Office's receipt of payment, printed Bidding Documents will be sent via the prospective Bidder's delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. The project advertised will be funded by the Kentucky Infrastructure Authority (KIA) through a Federally Assisted Clean Water State Revolving Fund (CWSRF) Loan and Local Funds. The project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration (EDA Investment No. 04-01-07312) and therefore is subject to the Federal laws and regulations associated with that program. Bidding Documents are available by electronic download (as portable document format (PDF) files) for a non-refundable charge of $160.00 All Bidders must comply with the President's Executive Order No. 11246 as amended, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. All Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, the Contract Work Hours Standard Act and 40 CFR 33.1016. All Bidders, Contractors and Subcontractors must comply with 41 CFR 60-4, in regard to Affirmative Action, to ensure equal opportunity to females and minorities and will apply the timetables and goals set forth in 41 CFR 60-4 as applicable to the area of the project. All Bidders must comply with OSHA (P.L. 91-596) and the Contract Work Hours and Safety Standards Act (P.L. 91-54). The Successful Bidder and all Subcontractors will be required to conform to the labor standards set forth in the Contract Documents. This project falls under the provisions of KRS 337.505 to 337.550 for prevailing wage rates. This procurement is subject to Kentucky Division of Water Procurement Guidance including the Davis-Bacon Act. Bidders must make positive efforts to use small, minority, women-owned and disadvantaged businesses. If Owner awards the contract for the work, such award shall be to the responsible Bidder submitting the lowest responsive Bid. Bid security shall be furnished in accordance with the Instructions to Bidders.
