he City of Aurora, Illinois (City) is in need of professional services from a qualified engineering firm for Phase 1 Engineering Services, for the installation of a multi-use path, along Montgomery Road between Middlebury Drive and IL Route 59. As part of the consultant selection process, the City is requesting that you submit a Statement of Qualifications (SOQ) to perform the requested work. The City will have the option to utilize the same consultant for Phase 2 Design Engineering that completed the Phase 1 Study for this project. The proposed multi-use path extension is an off-street facility intended to provide commuters an alternative mode of transportation to get to and from their desired destination. The proposed path shall connect to the recently built (2019) path on Montgomery Road that connects to Waubonsie Creek Trail towards its west end. The path will also connect to other existing regional trails in the area and serve neighborhoods, parks, schools and businesses. The project has CN railroad tracks running north-south direction at the Normantown Road intersection. That section within the Railroad ROW has been awarded the Local Rail-Highway Safety program funds under the Montgomery Road at the Wisconsin Central Limited Tracks Project and an 8 feet wide bike path will be installed over the tracks through that project. The rest of the section on Montgomery Road between Middlebury Drive and IL Route 59 shall be part of this QBS. The proposed improvements include constructing an 8-10 feet wide asphalt Multi-use path, Bicycle and Pedestrian crossing enhancement (s) at intersections, Sidewalk removal, Curb and Gutter removal and replacement, installing appropriate signage, Striping, ADA improvements, installing bike rails (as needed), project essential grading and drainage work, restoration and all other appurtenant work required to complete the project. The proposed multi-use path is intended to go on the north side of Montgomery Road between Middlebury Drive and White Eagle/Meadow Brook Drive and on south side between White Eagle/Meadow Brook Drive and IL Route 59. Phase 1 preliminary engineering shall determine the location of the path between the project limits based on the available right of way and any other constraints that may dictate otherwise. All questions must be received by 12:00 pm (CST) on Friday, July 23, 2021. A response to all questions received will be posted on the Citys website via addendum by 5:00 pm (CST) on Wednesday, July 28, 2021. The SOQ and any questions shall be addressed to the City of Aurora Purchasing Division, at PurchasingDL@aurora.il.us. Any SOQ received after the above noted deadline may not be used as part of the consultant selection process. The email should include the Citys bid number (QBS 21-49). The construction cost of the project is estimated at $1,37000.00. The Method of contractor selection has not been determined at this time.
