The time of receiving and opening bids may be postponed due to emergencies and unforeseen conditions. Bids must be submitted in a sealed envelope, clearly marked with the project title and AIP number, the bidder's name, the bidder's address, and the time and date of the opening of bids as specified above. Bids submitted by FedEx, UPS, or other parcel delivery service shall have the SEALED envelope containing the Bid Proposal placed inside the shipping carton. All bids must be accompanied by a Proposal Surety (Bid Bond or other instrument as described in the Instructions to Bidders). The project is located at the Oneonta Municipal Airport, 391 Airport Road, Oneonta NY 13820.and includes the Reconstruction of Terminal Apron as well as portions of Taxiway B and Taxiway A, including excavation, sub-base stone, FAA asphalt paving, edge lighting, and striping. The contract time for completion of all work is within Seventy-Five days (75) calendar days from the date specified in the "Notice to Proceed". The proposal section includes a Proposal Checklist. If all the forms and documents listed in the Proposal Checklist for inclusion in the Proposal are not included with your Proposal and correctly executed, the Proposal may be considered non-responsive. The City reserves the right to reject any or all bids, to waive any formality and any and all technicalities in bids and to accept such bids as may be deemed in the best interest of the awarding agency.
