Renovation of a water / sewer project in Gig Harbor, Washington. Completed plans call for the renovation of a water / sewer project.

Per the owner, as of March 3, 2022, a general contractor has been selected. Information regarding a design team is not available. The owner states that construction is anticipated to begin in March 2022. Closed solicitation has been included below for reference. .................. The City of Gig Harbor Public Works Department (City) is soliciting qualifications from engineering firms for the design and permitting of the repair or replacement of existing Sanitary Sewer Lift Station #12. The design and permitting is funded with Wastewater Enterprise funds PROJECT DESCRIPTION The City is requesting consultant assistance from a qualified engineering firm, in completing the design associated with the complete replacement or repair of Lift Station #12A. The design includes all civil, structural, mechanical and electrical systems. As part of the rehabilitation, the lift station will be converted from a wet-pit dry-pit configuration to a wet well submersible pump station. The upgrade will include, but not be limited to the following: coating of wet well, installation of submersible pumps, level control, piping, associated vaults, upgrading electrical, new generator or Dri-Prime diesel backup pump (screwsucker), odor control and converting the existing dry-pit to emergency storage. Design also requires assistance with obtaining all necessary permitting and the preparation of complete bid-ready construction documents. Consultant duties will include: Perform field exploratory work as necessary; Review Gig Harbor standardized equipment list; Prepare a thirty percent level design with right-of-way plans, preliminary engineering plans and renderings, project cost estimate, and a list of necessary permits per current City of Gig Harbor Public Works Standards and municipal code; Assist in coordination with public outreach and City Council to obtain their concurrence on the proposed lift station design elements; Complete the permitting and preparation of plans, specifications, and estimate to bid-ready documents. Use specification templates furnished by the city based on Washington State Department of Transportation Standard Specifications and/or CSI Specifications as appropriate. Submittal REQUIREMENTS Submittals shall be no more than ten (10) single-sided pages, including key project personnel and background qualification, proposed sub-consultants (if any) with qualifications, relevant project history, references, and other information as deemed necessary. Please include a cover letter, not to exceed one single sided page (not part of the 10-page limit) with no other attachments. Submittals should include the following information: Firm name, address, and phone number; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to work on the project. Submittals shall only be received in person (via the dropbox out front of the Civic Center) or by mail. Submittals will not be accepted after the date listed above and late postmarks will not be accepted. SELECTION CRITERIA Submittals will be evaluated and ranked based on the following criteria: 1) Qualifications, understanding, and experience with project elements of personnel who will be assigned to the work on the project. 2) Demonstrated ability to facilitate and interact effectively with the Public, City Council and City staff and convey that information both orally and in writing. 3) Demonstrated understanding of right of way procurement in accordance with the WSDOT Local Agency Guidelines. 4) Any other criteria the City may deem pertinent in the review process. The City anticipates notification to short listed firms the week of May 4, 2020. Those firms may be asked to provide supplemental information for review. Follow-up interviews may be requested by the City. The terms and scope of the contract will be negotiated between the City and the most qualified consultant. If the City and consultant fail to reach an agreement, the City will commence negotiations with the next most qualified consultant. The successful Consultant will be required to enter into the City's Standard Professional Services Contract whose terms are not modifiable. The cost of preparing responses to this solicitation shall be borne by the respondents and shall not be reimbursed by the City of Gig Harbor. It is at the sole discretion of the City to award or not award work resulting from this solicitation.
