The City of Presidio, Texas (the "Owner") requests bids for construction of the Water System Improvements Project (the "Project"). The Project will be constructed in the city of Presidio in the Big Bend region of Texas, roughly 200 miles southeast of El Paso, Texas, on the U.S.-Mexico border. The purpose of the Project is to improve sustainability by reducing pressure in the water distribution system, protect water quality by eliminating line breaks that can lead to contamination of the water supply, and to extend the distribution system to an unserved area. The Project is being partially financed by the North American Development Bank (NADB), through its Border Environment Infrastructure Fund Program (BEIF) which is funded by the U.S. Environmental Protection Agency (EPA). EPA-funded or assisted projects must comply with the Civil Rights Act, Equal Employment Opportunity requirements, and promote Small, Minority and Women-owned Businesses participation through EPA's Disadvantaged Business Enterprise (DBE) Program. Bidding for contracts to be financed with the proceeds of a NADB grant are open to firms from any eligible country. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Presidio, Texas or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. Bids are invited for several items and quantities of work as follows: Construction of approximately 8,400 linear feet of 12" DR-18 PVC water line with associated valves,fittings, and appurtenance, as shown in the plans; Construction of 3 pressure reducing valve stations in the existing water system; Construction of approximately 11,600 linear feet of 8" DR-18 PVC water line with associated valves,fittings, and appurtenance, as shown in the plans; A packaged water booster station, as shown in the plans; and A 50,000-gallon Spheroidal-type elevated welded steel water tank, as shown in the plans. Questions about this project must be submitted at least 5 business days prior to bid opening online. The bid process will be carried out in accordance with its procurement policies and procedures. Companies that have been previously penalized by NADB and/or had contracts cancelled by the City of Presidio, Texas are not eligible. Contractors/subcontractors that have been debarred, suspended or otherwise excluded from or are ineligible for participation in federal assistance programs may not undertake any activity in part or in full under this project. Small, minority and female owned firms are encouraged to submit bids for this project. The City of Presidio, Texas reserves the right to reject any or all bids or to waive any informalities in the bidding. In case of ambiguity or lack of clearness in stating prices in any bid, the Owner reserves the right to consider the most advantageous construction thereof or to reject the bid. The contract will be awarded to the highest ranked, responsive bidder with the lowest evaluated bid. Bids may be held by the City of Presidio, Texas for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
