Site work and paving for a civil project in Effingham, Illinois. Conceptual plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The City of Effingham requests Statement of Qualifications from qualified engineering firms for professional engineering design, engineering construction services and related services associated with the construction of a 1,250 lineal foot street extension including sanitary sewer and watermain to the existing Thies Avenue. This project is associated with an Effingham County Project which will include the replacement of 1,100 lineal foot of East 1100th Avenue (Airport Road) including sanitary sewer. The project is needed to provide proper access to the properties adjacent to the respective roadway segments. The engineering responsibilities may include but are not limited to feasibility study, preliminary design, final design, environmental classification and permitting, bidding, and construction administration. This project is funded by the Illinois Department of Commerce and Economic Opportunity (DCEO) through the Rebuild Illinois Regional Economic Development Grant Program (RIRED) the Illinois Department of Transportation (IDOT) through the Economic Development Program (EDP) and the Truck Access Route Program (TARP). Local funds from the City of Effingham and the County of Effingham will also be utilized. The project will follow the Local Public Agency (LPA) process as administered by the City of Effingham. Consultant selection will be based on: 1. Qualifications of the project manager and project team 2. Experience with similar projects 3. Ability to meet the proposed schedule 4. Ability to assure project consistency if changes in the staff of the engineering firm occur 5. Familiarity with the applicable regulations 6. References A technical proposal including project understanding and project approach is not required at this time, and it will not be reviewed if submitted. The City will rank firms based on qualifications and past experience only. Upon receipt of the qualification's statements, the City may further require a technical approach including an interview with selected firms. The City expects to have a consultant under contract during the Fall of 2022. Construction of this project is expected to begin in the summer of 2023. The top-ranking firm(s) will be invited to negotiate a scope of work and contract with the City of Effingham. Should the City and the Consultant not be able to reach an agreement, the City will then negotiate with the second highest ranking firm. The City reserves the right to discontinue the selection process at any time prior to the awarding of the contract. There will be no reimbursement to any candidate firm if the selection process is terminated. The City of Effingham is an equal opportunity/ affirmative action agency. Proposals received after this deadline shall be considered as non-responsive and shall not be given consideration. This Request for Qualifications (RFQ) does not commit the City to award a contract, to pay any costs incurred in the preparation of a response to this request, or to procure or contract for services and supplies. Costs incurred for the preparation of the proposal in response to this RFQ shall be the sole responsibility of the firm submitting the proposal. The City reserves the right to reject any or all proposals, to waive technical or legal deficiencies, to cancel in part or in its entirety this request and to accept any proposal that may deem in the best interest of the City. The City reserves the right to undertake such investigation as it deems necessary to verify the qualification of the firm for this project. Construction of this project is expected to begin in the summer of 2023. The method of contractor selection has not been determined at this time.
