The National Park Service has an upcoming requirement for repair/rehabilitation of Fort Wood, located on Liberty Island at the Statue of Liberty National Monument, New York County, New York. This project repairs the prominent granite-faced masonry walls and coping of Fort Wood, an 11-pointed star-shaped granite fort built between 1808 and 1811 that houses the pedestal on which the 152' Statue of Liberty stands. Work entails various treatments including cleaning, repair, replacement and joint repointing work. Repair of the uppermost coping stones consists of patching stone faces, and selective partial or complete stone replacement, dependent upon the extent of deterioration. Various locations throughout the wall surface also require partial stone replacement. Repair of other deteriorated wall stone may include pinning and grouting faces, patching cracks and injecting adhesive into developing spalls throughout the Fort's 23 walls. Mortar joint repointing requirements include selective replacement of failed coping joints and wall joints, as well as replacement of backer rod and sealant. The project includes substantial coordination and advanced logistics. Barging and security screening of all personnel and materials is required and material movement on Liberty Island is limited and must be coordinated around thousands of visitors daily. The Government anticipates negotiating and awarding a single firm-fixed price contract to meet this requirement. This negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capability in comparison to its price to determine the best value (trade-off process) to the Government.
