Site work and new construction of a fire / police facility in Apex, North Carolina. Completed plans call for the construction of a 13,000-square-foot, one-story above grade fire / police facility; and for site work for a fire / police facility.

The proposed site is located off of Woodcreek Road, 100ft southwest of the intersection of Woodcreek Road and Woodsfield Dead End Road within parcel #0629626959, owned by Duke Energy Progress, Inc. (DEP). The Town of Holly Springs is in the process of acquiring approximately 4.3acres of the +/- 1708-acre tract owned by DEP, for the fire station site. Woodsfield Dead End Road will be re-aligned and extended by DEP (see site plan attached). The gravel base for the extended Woodsfield Dead End Road is anticipated to be in place and used for construction access by the summer of 2023. We anticipate construction to begin for the new fire station in June 2023. DEP will also be constructing a new operations campus opposite the fire station site. Both facilities, the Town's fire station and DEP's operations campus will begin and end construction within a similar timeframe. Coordination with DEP's contractor will be essential to the success of this project. Potable water and reclaimed water will be included in the re-aligned Woodsfield Dead End Road by DEP. The Town's CMR team will be responsible for extending the Town's fiber to the fire station site. At this time, the sewer route and type (gravity or pressure main) have not been determined. However, it will be the responsibility of the Town's CMR team to connect to a gravity main or to an existing pump station. CLH Design is the Town's civil engineer for this project and will determine the most viable option for sewer. The fire station will be a one-story, two-bay station with the possibility for a third bay, +/- 13,000 square foot building with a total building cost between $6,000,000 - $6,500,000. The cost associated with any potential offsite utilities are not known at this time. The Town is seeking a CMR firm with experience in construction of similar projects. Firms submitting a proposal in response to the RFQ must demonstrate comparable project-type experience and capability utilizing the Construction Manager at Risk delivery method. The successful firm awarded a contract may be awarded additional work at the Town's discretion for any other modifications or renovations at the project site through the warranty period of the project. The Town reserves the right to add or remove buildings, etc. as necessary to work within the approved budget. The Town anticipates construction of a fire station #3 to begin in June 2023. The CMR team is to: o Perform all activities as listed in NCGS 143-128.1. o Evaluate earlier analysis and studies associated with the Fire Station project. o Assist coordination between stakeholders, such as, the Department of Administration, the Facilities Design and Construction Division, Fire Chief and other support services. o Preparation and coordination of bid packages, scheduling, cost control, value engineering, evaluation, preconstruction services, early procurement of equipment and materials, construction administration, and assist in developing phasing plans for the project. o Prepare and facilitate sub-contractor prequalification and HUB outreach. o Prepare costs, schedules and assist in developing phasing plans for the project. ADW Architects is the design consultant for this project. Schematic Design has begun and is anticipated to be complete in August 2022. Deadline to submit questions Monday, August 15, 2022 All questions regarding the RFQ shall be submitted in writing to Kimberly Keyes, Facilities Project Manager, at kimberly.keyes@hollyspringsnc.gov and Brent Quick, Purchasing Manager, at brent.quick@hollyspringsnc.gov. The Town reserves the right to accept or reject any or all proposals, or to alter the selection process in any lawful way, to postpone the selection process for its own convenience at any time, and to waive any non-substantive defects in this RFQ or the proposals The Town reserves the right to negotiate with other qualified persons or firms, or to solicit additional statements of qualifications at any point in the project should it fail to negotiate a reasonable fee with the initially selected person or firm or should that firm fail to execute the Town's Agreement. The Town of Holly Springs strongly encourages participation from MWBE contractors and subcontractors. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
