Inquiries shall be submitted using the "Clarifications" feature in PennBid. This contract is subject to the Pennsylvania Prevailing Wage Act. Wellsboro Borough reserves the right to accept or reject any or all bids, to re-advertise and award the contract in the regular manner or to waive any informality in the bid received and to accept any bid deemed to be most favorable in the interest in Wellsboro Borough.
