Renovation of a mixed-use development in Richmond, Virginia. Completed plans call for the renovation of a educational facility.

Sealed bids, in duplicate, are invited for the Robert Blackwell Smith Building; Alterations to Labs 522, 524 & 526; Project Code No: 236-A9236-021, located at 410 N. 12th Street, MCV Campus, Richmond, Virginia. The project is generally described as a lab alteration project covering 1,324 total square feet, located on the sixth floor of the Smith Building. The project scope includes construction and outfit of two wet labs. Mechanical, electrical, plumbing, and fire alarm work is part of this project scope. Lab casework will be owner-furnished, and general contractor installed and coordinated. Plumbing fixtures will be owner furnished and general contractor installed. A Bid Bond is required if Bid is over $500,000. Procedures for submitting a bid, claiming an error, withdrawal of bids and other pertinent information are contained in the Instructions to Bidders, which is part of the Invitation for Bids. Withdrawal due to error in bid shall be permitted in accord with Section 4, Item I, No. 3 of the Commonwealth of Virginia Purchasing Manual for Institutions for Higher Education and their Vendors. The Owner reserves the right to reject any or all bids. Questions must only be directed to the project architect, Ed Gillikin with KOP Architects by email at egillikin@koparchitects.com. All questions must be submitted on the VCUHECO Form Pre-Bid Question Form, included in the project specifications The deadline for submitting questions is 12:00 Noon on 08 May 2020. The contract shall be awarded on a lump sum basis as follows: the Total Base Bid Amount including any properly submitted and received bid modifications plus such successive Additive Bid Items as the Owner in its discretion decides to award in the manner set forth in Paragraph 12 of the Instructions to Bidders. All RFIs to be sent to Dave Black (dblack2@vcu.edu) and Ed Gillikin ( egillikin@koparchitects.com) All RFIs must be in writing. Cut off for RFIs is 5/13/2020 @ noon. We will try to have an addendum out by the end of day on 5/13/2020 Contractor registration is required in accordance with Section 54.1-1103 of the Code of Virginia. It is the policy of Virginia Commonwealth University (VCU) to contribute to the establishment, preservation, and strengthening of small, women and minority owned businesses (SWaM), as certified by the Commonwealth of Virginias Department of Small Business and Supplier Diversity (DSBSD), and to encourage their participation in VCU procurement activities. A non-refundable shipping charge of $50.00 per set is required for all sets requiring shipment. Please submit separate checks made out to KOP Architects. To this end, VCU has established an overall SWaM participation goal of 42% for fiscal year 2018 and encourages Contractors to provide for the participation SWaM businesses through partnerships, joint ventures, subcontracts, or other contractual opportunities.
