Charlotte Water is seeking Progressive Design-Build services to inspect, repair and rehabilitate or replace sewer lines that exceed dry weather capacity in the Irwin basin. The initial scope of work identified in Section 2.3 is to upsize 8 and 12-inch sewer mains. Due to increased development in the Southend area, some other existing sewer lines may be identified as capacity limited and improvements deemed necessary. It is Charlotte Water intent to potentially add additional projects within the Irwin basin to the design-build team scope of work throughout the duration of the initial project schedule. Proposers need to assemble a team of experts including at a minimum design, survey, geotechnical, environmental, permitting, real estate acquisition including appraisal and legal, and construction contractors. The main project is to replace/upsize approximately 14,000-15,000 linear feet of gravity sewer in the Irwin Basin, specifically from Remount Road to the Irwin interceptor as shown in the project map (Exhibit 2). Stantec Consulting Services is currently developing routing alternatives. This study will be completed by September 2020 and will present multiple options to the selected design-build team on how to reroute the sewer lines in question.
