Project includes a standard design level Automation-Aided Instructional area consisting of classrooms, instructional labs, instructor offices, conference/counseling rooms, administrative spaces, separate student and staff break areas, student records storage, central storage, and computer maintenance area. Project also includes a level General Purpose Administrative space. Provide loading/service areas, secure information systems, and fire detection, protection and alarm systems. Provide Intrusion Detection System (IDS), and Closed-Circuit TV (CCTV) installation. Provide Utility Monitoring Control Systems (UMCS) connection. Provide Cyber Security Engineering and Cyber Security Validation. Supporting facilities include site development, utilities and connections, lighting, paving, walks, curbs and gutters, storm drainage, secure information systems, landscaping and signage. Interested parties need to complete and return attached Market Survey via email by response date and time. Responses do not have a required format but do need to be fully completed. The Secret Cyber and Dept. of Defense Information Network Training Facility (aka MCA3) is a project currently budgeted in the Fiscal Year 2023 military construction program. The 243,443 GSF facility is critical to the U.S. Army's Cyber Center of Excellence mission to train the Army's next generation of Cyber-warriors at Fort Gordon, GA. The current plan is to advertise the project, on or about October 2022, with a tentative award date of January 2023. The expected magnitude of this project is in excess of $100,000,000. The Savannah District is considering the use of early contractor involvement (ECI) as an acquisition strategy and is seeking industry feedback. The Government will consider this feedback as it develops its acquisition strategy and when it issues the solicitation package planned for October 2021 if the ECI methodology is utilized. The method of contractor selection has not been determined at this time.
