Site work and new construction of a civil project in Ames, Iowa. Completed plans call for the construction of a water / sewer project; and for site work for a water / sewer project.

The Project includes the following Work including furnishing labor, equipment, and new materials for the construction of the Improvements. The work is generally described as follows: 1. Pump Station - Construct a new submersible chopper pump station with new piping, and electrical power and controls. 2. Equalization Basin - Construction of a new concrete equalization basin. 3. Control Building - Construction of a new pre-engineered building with cast-in-place concrete foundation, plumbing, HVAC, and electrical. 4. Activated Sludge Process - Construction of a new activated sludge package plant with castin-place concrete tanks. Process tanks include a selector basin, aeration basins, final clarifiers, aerobic digestion tanks and sludge storage tanks. 5. UV Disinfection - Construction of a new ultraviolet (UV) light disinfection system. 6. Demolition - Demolition of the existing wastewater treatment plant. 7. Site Work - Construction of Buried process piping, buried electrical and mechanical between structures and units, grading, fencing, sidewalks, seeding and other associated general construction. 8. Electrical Power and Controls - Installation of Distributed power, emergency backup generator, and control system for monitoring and control of the treatment plant process. The method of construction shall be by contract in accordance with the Bidding Requirements and Contract Documents for said improvements approved by the Squaw Valley South Subdivision Board. Each proposal must be accompanied by a bid security in a separate sealed envelope consisting of either: (1) by a cashier's check or certified check in the amount of five percent (5%) drawn on an Iowa bank or a bank chartered under the laws of the United States; or (2) a Bid Bond or credit union certified share draft in the amount of five percent (5%) of the proposal, drawn on a credit union in Iowa or chartered under the laws of the United States. The bid security shall be made payable to the Squaw Valley South Subdivision. The bid security shall be forfeited by Squaw Valley South Subdivision as liquidated damages in the event the successful bidder fails to enter into a contract within fifteen (15) days of the Notice of Award and post bond satisfactory to the Board insuring the faithful fulfillment of the contract and maintenance of said improvements as required by law and the contract documents. Funding of this project will utilize United States Department of Agriculture (USDA) Rural Development (RD) funding. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. The deminimis and minor components waiver apply to this contract. The Contractor will be paid each month Ninety-five Percent (95%) of the Engineer's Estimate of the value of work completed at the end of the preceding month. Final payment will be made no sooner than thirty (30) days after completion of the work and final acceptance by the Owner and in accordance with Iowa Code requirements. The work under the proposed contract shall commence within thirty (30) days of the written "Notice to Proceed". The "Notice to Proceed" is anticipated to be issued by June 30, 2020. The work shall be substantially completed by May 31, 2021 with final completion June 30, 2021, subject to any changes granted by the Owner. The Owner reserves the right to reject any or all proposals and to waive informalities. The Owner reserves the right to defer acceptance of any proposal for a period not to exceed thirty (30) days from the date of receipt of proposals. A pre-bid conference will not be held for this Project.
