Reference number : 1451540 Review Title : INUKJUAK RENOVATIONS 2021 Deadline for receipt of complaints: 2021-03-03 Electronic submission accepted: No Estimated value: $ 732,400 to $ 5,283,199 This call for tenders concerns ONE SINGLE PROJECT which will take place in ONE SINGLE NORTHERN VILLAGE in Nunavik, and the work of which will be carried out in TWO PHASES . Each of them has its own number, namely: INUKJUAK 2021 RENOVATIONS PHASE n o : KMHB 2021-17 RENOVATIONS 2022 PHASE n o : KMHB 2022-02 contract award Each phase has its own submission formula. The sum of these two amounts, presented in the bid formula for each of the phases listed above, will constitute the overall bid value considered in order to determine the lowest bidder. The tenderer is required to distribute the sums equitably in the two tender formulas of the respective phases. In addition, any imbalance not representative of the sums committed for each phase could be subject to a new distribution of sums unilaterally by the professionals, in a fair manner. Once the contracts have been awarded, each phase of the main construction contract will be treated as a contract independent of the other, with its own considerations, as it would have been if they had been awarded separately from one of the other. Each call for tenders relates to a phased project, which will take place in a single northern village in Nunavik, independently of the other northern villages. It is possible to bid on one or more villages. Other notice of calls for tenders - northern villages of Nunavik - available on website: Kangiqsujuaq Renovations 2021 PHASE n o : KMHB 2021-18 Renovations 2022 PHASE n o : KMHB 2022-04 SPECIFIC TERMS With reference to article 5.2.7 of Section 00 80 10 - Additional general conditions , the method of carrying out this site will be of the following type: CONTINUOUS EXECUTION SITE for the designated portion of the work to be carried out in summer 2021; DEFERRED WORK SITE for the designated portion of the work to be carried out in summer 2022. The tenderer must refer to the specific indications of the estimates for the work assigned to one and the other of the years of work. CONDITIONS of issue Interested persons and companies may obtain the relevant tender documents and information by contacting the Electronic Tendering System on the website or by contacting the customer service at 514-856-6600 in the Montreal region or at 1-866-669-7326 for outside. The documents may be obtained at the cost established in the website price list. No visit is planned for this project by the KMHB. To gain access to the site prior to submitting a submission, please contact the project manager. This contract is subject to public procurement liberalization agreements established by the Government of Quebec: Agreement on Internal Trade; Trade and Cooperation Agreement between Quebec and Ontario (ACCQO); Agreement on the liberalization of public procurement in Quebec and New Brunswick (2008) (AQNB); Intergovernmental Agreement on Public Procurement between the Government of Quebec and the Government of New York State (AQNY). SUBMISSION GUARANTEES Bids must be accompanied by a bid security, in the form of a certified check or bid bond, in an amount equal to ten percent (10%) of the amount of the bid submitted. The whole, valid for a period of forty-five (45) days and made payable to or in favor of the Contracting Authority, the Kativik Municipal Housing Office (OMHK). Bidders are responsible for the choice of subcontractors, both for their solvency and for the content of their bid, and must ensure that they hold the required licenses and permits. Public process for opening tenders Due to order number 2020-014 of the Minister of Health and Social Services dated April 2, 2020, the OMHQ must modify the process for opening bids in order to comply with the Act respecting the public health, chapter S-2.2, concerning the ordering of measures to protect the health of the population in connection with the COVID-19 pandemic. As a municipal body, the OMHQ-SOMHAC must respect the contracting rules that are applicable to the municipal sector. The opening of tenders will take place without the presence of those who tendered or of any other public. The OMHQ-SOMHAC will produce an audiovisual recording of the opening of tenders that it will make available, as soon as possible, in the electronic tendering system. Consequently, the contractors must deposit their bids in a sealed envelope, as indicated in the estimate, at the address mentioned on the call for tenders, before the scheduled time for the opening of bids . However, given the exceptional situation that currently prevails, our offices are open Monday to Friday between 1 p.m. and 4:30 p.m. NOTE TO TENDERER The KMHB does not undertake to accept either the lowest or any of the bids received. In addition, the KMHB could only sign an agreement with a tenderer in the event that the approval of the necessary funds has been given by the Société d'Habitation du Québec.
