Site work and renovation of a mixed-use development in Riverside, California. Working plans call for the renovation of a educational facility; power facility; and for site work for a power facility.

The Campus Electrical Substation project will bring improvements to the power distribution infrastructure. The project will be complete through a series of packages. This effort will be the first bid package for this effort. Scope for BP1 is as follows: 1. Provide and install new 12.47kV - 4160V step-down transformer at Central Plant and refeeding existing 4160V Switchgear. 2. Provide and install new 12.47kV - 480V step-down transformer at Parking Lot 30 and refeed existing parking lot lighting. 3. Provide and install all infrastructure (conduit and cabling) as necessary to accommodate installation of new equipment. 4. Disconnect and remove old 12.47kV SF6 switches and connect new 4-way switches a Central Plant. 5. Disconnect and remove old 12.47kV SF6 switch and reconnect cable at Psychology Building. 6. Disconnect and remove old 4160V Switchgear and infrastructure. Remove disconnected 4160V feeders throughout campus. Old 4160V Switchgear may contain hazardous materials. Properly remove switchgear in accordance to HazMat requirements. 7. Provide temporary power during cut-over and switch-over via portable diesel generator. Building on-site generators cannot be utilized for construction purposes. Provide fuel and fueling service as needed during power shutdown. Provide and install all temporary cabling and connections as necessary to connect temporary generator. 8. Project has been broken-down into multiple sequences of construction. Refer to design documents for proposed sequence of construction. Contractor to submit a detailed Method of Procedure (MOP) to University for review. A detailed MOP should describe contractor's proposed project sequence to shut-down each gear to minimize shutdown and duration. The University has determined that bidders who submit bids for this Project must be prequalified. Prequalified bidders will be required to have the California contractor's license stated. Bid Security in the amount of 10% of the Lump Sum Base Bid shall accompany each Bid. The Surety issuing the Bid Bond shall be, on the Bid Deadline, an admitted surety insurer (as defined in California Code of Civil Procedure Section 995.120). The successful Bidder must have the following State of California Contractor's license current and active at the time of submission of the Bid: C-10, Electrical Contractor. Any person or entity not satisfied with the outcome of the Prequalification must file a written challenge to the outcome within 5 calendar days from the date of the University's written notice regarding prequalification determination. Any assertion that the outcome of the prequalification process was improper will not be a ground for a bid protest. However, the University reserves the right to request, receive, and evaluate supplemental information after the above time and date at its sole determination. The University reserves the right to reject any or all responses to Prequalification Questionnaires and to waive nonmaterial irregularities in any response received. All information submitted for prequalification evaluation will be considered official information acquired in confidence, and the University will maintain its confidentiality to the extent permitted by law.
