The City Council will consider the bids at their next regularly scheduled meeting, June 15, 2020 at the City Hall in Guymon, Oklahoma, or as soon thereafter as may be reasonably convenient, subject to the right to reject any or all bids and waive any formalities. The successful bidder will be required to furnish a performance bond and payment bond in accordance with the provisions of the Public Competitive Bidding Act of 1974, as amended. (61 Okla. Stat. 2011, 07). Each bidder shall accompany his original bid, with a certified or Cashier's Check on a solvent bank located in Oklahoma or a Bidder's Bond (collectively referred to as "Bid Security"), in the amount of five (5) percent of the amount bid, as a guarantee of his ability to perform the Contract bid upon, and that the bidder will enter into a written contract with the Owner to perform said Work and/or furnish said materials in accordance with said Plans and Specifications and furnish the required bonds within ten (10) days after the acceptance of its bid. It shall be each bidder's sole responsibility to inspect the site of the work and to inform himself regarding all local conditions under which the work is to be done. It shall be understood and agreed that all such factors have been thoroughly investigated and considered in the preparation of the bid submitted. Attention of each bidder is particularly called to the schedule of general prevailing rate of per diem wages included in the contract documents. Each bidder's attention is further directed to provisions and the requirements concerning the above wage scale and payment by the contractor of the prevailing rates of wages as heretofore established by the Owner in said wage scale. The contractor shall be solely responsible for and being in complete compliance with the Immigration Reform and Control Act of 1986, concerning the control of unlawful employment of aliens, the requirements for compliance to which statute are contained in section 274A (8 U.S.C. 1324) (Public Law 99-603), and to which statute reference shall be made by the contractor to insure compliance. No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof or after award of the contract by the City Council of the City of Guymon. Withdrawal of bid before the end of the sixty (60) days or after award of the contract by the City Council of the City of Guymon will be penalized with the forfeiture of the bidder's bid bond. Bids received after date and time advertised for opening will be filed unopened.
